Meritocracy

  • Socio-economic background:

Achievement, Opportunity and Fairness

Paragraph 1 — What counts as merit? A school awards a scholarship to the student with the highest examination score. Many people consider the rule fair because it is clear and rewards achievement. Others ask whether the score captures everything the school intends to reward. Students may have worked under different conditions, and a single examination may measure some abilities more reliably than others. The disagreement raises a question about meritocracy, the idea that positions and rewards should be based on people’s ability and effort rather than inherited privilege. The appeal of this principle is easy to understand, but applying it fairly requires careful thought about the opportunities people have to develop and demonstrate their abilities.

Paragraph 2 — Effort and opportunity. Consider two fictional students, Keita and Rina, preparing for a competitive examination. Both work hard, but their circumstances differ. Keita has a quiet study room, reliable internet access and time for extra lessons. Rina shares a crowded space and helps care for a younger relative. Nothing in this comparison tells us which student is more talented or which will receive a higher score. Its purpose is to show why equal effort does not necessarily take place under equal conditions. If a selection system measures achievement at a single point in time, it may record the effects of preparation opportunities as well as individual knowledge. Recognizing this possibility does not require denying the value of hard work.

Paragraph 3 — What large datasets show. In its Education at a Glance 2025 report, the Organisation for Economic Co-operation and Development, or OECD, describes unequal educational opportunities across member countries. The report states that on average only 26 percent of young adults whose parents did not complete upper secondary education hold a tertiary qualification, compared with 70 percent of those who have at least one tertiary-educated parent. This is a difference of forty-four percentage points. The figures do not mean that a particular student is destined to succeed or fail. Nor do they by themselves show which single cause is responsible. Rather, they document a broad association between parental education and educational attainment that requires further investigation.

Paragraph 4 — Two arguments that need not cancel each other. One participant in a fictional classroom debate argues that schools must recognize skill and dedication because ignoring achievement would be unfair to students who have invested effort. Another argues that institutions should make sure talented students are not excluded by disadvantages unrelated to their potential. These positions are sometimes presented as absolute opposites, but a fair system could try to pursue both goals. For example, an institution might communicate clear standards while offering earlier learning support to students who would otherwise lack access to useful resources. Whether such policies work should be evaluated rather than assumed. The crucial question is what the institution is trying to measure and whether its procedures serve that purpose.

Paragraph 5 — A fictional selection exercise. The class imagines a scholarship committee selecting students for an advanced language program. The committee receives twenty applications and initially considers only one written score. Later it tests a second approach that also examines a structured writing task and a conversation about learning goals. Fifteen of the twenty applicants receive the same ranking under both approaches; five change position. The students do not treat this as proof that one system is better. Rankings differ because the measures differ, but the exercise has not established which measure predicts future learning most accurately. A multi-part assessment may capture more information, yet it can also impose time costs and introduce subjective judgments unless criteria are carefully defined.

Paragraph 6 — The danger of a false choice. During discussion, the teacher writes two claims on the board. The first says that examination scores perfectly reveal individual merit. The second says that scores tell us nothing worth knowing. The students reject both statements. Scores can provide useful information about performance on particular tasks, but they cannot always capture every relevant quality. Similarly, recognizing unequal opportunity does not imply that personal effort has no effect. Researchers distinguish differences between groups from the prospects of each individual. Averages can help identify issues for policy, while they are poor substitutes for evaluating a particular student’s strengths and needs. Good arguments are careful with both evidence and scale.

Paragraph 7 — From evidence to policy. The class proposes three questions for evaluating a scholarship policy. First, what abilities is the scholarship intended to recognize? Second, can students from different backgrounds demonstrate those abilities under sufficiently comparable conditions? Third, after awards are made, does the program produce the learning outcomes it was meant to support? These questions do not produce a single political answer. A government, school or university may attach different weights to efficiency, fairness, freedom of choice and other values. But making the objectives explicit allows the public to debate trade-offs and assess the evidence. Policy design becomes more transparent when its supporters explain both what it measures and what it leaves out.

Paragraph 8 — A qualified conclusion. The debate ends without declaring that all achievement is inherited or that all competition is fair. Instead, students conclude that recognizing individual work and improving access to opportunity can both be legitimate aims. Success depends on how institutions define merit, provide preparation and assess results. A student reading about meritocracy should therefore identify the claim, examine the evidence and ask whether it supports a statement about society as a whole or about a single person. The most persuasive explanation does not turn statistical association into destiny, nor does it erase the role of individual decisions. It acknowledges that achievement is real while asking whether the opportunity to demonstrate it is distributed fairly.

Meritocracy aims to reward ability and effort rather than inherited privilege. However, students do not always have equal access to preparation opportunities. OECD data show a large association between parental education and young adults’ educational attainment, but the figures cannot determine an individual’s future or prove a single cause. A fair assessment system should define what it intends to measure and examine the strengths and limitations of its methods. Recognizing achievement and expanding opportunity need not be opposing goals.
