A small town introduced a mobile library service for residents who lived far from the central library. A bus carrying books visited six neighborhoods twice a month. During the first three months, hundreds of books were borrowed, but registrations for permanent library cards remained low. Some officials viewed the small number of registrations as a sign that the project was failing. The staff, however, noted that many borrowers were elderly residents who could not easily visit the main library and preferred to borrow books directly from the bus. They argued that membership figures alone did not measure the service’s value. The town decided to continue the program for another six months while collecting information on travel difficulties, repeat borrowers, and residents’ satisfaction.
問17:Why was the mobile library introduced? A. To replace all schools / B. To serve people living far from the central library / C. To sell used books / D. To train bus drivers
問18:Why were low card registrations considered an incomplete indicator? A. All users already had cards. / B. The service was available only once. / C. Many borrowers used the bus directly without needing frequent visits to the main library. / D. The town had stopped counting borrowed books.
問19:Which group was mentioned as benefiting from the service? A. Professional athletes / B. Foreign tourists / C. Local politicians / D. Elderly residents with difficulty reaching the main library
問20:What did the town decide to do? A. Continue the service while gathering more detailed evidence. / B. Close the central library immediately. / C. Replace books with electronic devices. / D. Stop collecting feedback.
A city offered financial incentives to businesses that installed solar panels on unused rooftops. Officials expected the program to reduce emissions without requiring additional land. The number of installations increased sharply, and the city published the amount of electricity generated. Environmental groups welcomed the project but warned that some buildings had previously supported rooftop gardens used by birds and insects. Replacing all such gardens with panels could reduce local habitats, even if energy production rose. The groups therefore suggested evaluating each rooftop before making changes and exploring designs that could combine vegetation with solar equipment. The city agreed to revise its guidelines rather than impose a single solution on every building.
問21:What was one reason the city encouraged rooftop solar panels? A. They required additional agricultural land. / B. They increased the size of every building. / C. They reduced the need for weather forecasts. / D. They could generate energy without using additional land.
問22:What concern did environmental groups raise? A. Rooftop gardens that supported wildlife might be lost. / B. The panels could not produce any electricity. / C. Businesses were forbidden to install equipment. / D. There was no interest in clean energy.
問23:What solution did the groups suggest? A. Removing every existing rooftop garden. / B. Assessing each roof and considering a combination of vegetation and solar equipment. / C. Closing the program immediately. / D. Building solar panels only on farms.
問24:What did the city ultimately agree to do? A. Ban all solar panels. / B. Demand identical installations on all buildings. / C. Revise the guidelines to allow more suitable choices. / D. Ignore the environmental groups entirely.
