open to suggestionsは採用を保証しない
Cambridge Dictionaryはopen toを「提案などを考慮する意向がある」と説明しています。We are open to changing the rules. とあっても、変更はまだ実施されていない可能性があります。検討・承認・実施の段階を分けてください。
open to the publicは無料を保証しない
一般の人に利用できる施設でも、入場料・予約・利用時間の条件がある場合があります。open to the public は利用対象、free of charge は料金、registration required は手続き条件を示します。
open aboutは情報を率直に示す
Be open about costs. は費用について率直に説明することです。秘密にせず明らかにしているという表現であり、全ての人が無条件に利用できる意味ではありません。
open to criticismには別の意味がある
The policy is open to criticism. は批判を受けやすい、批判し得る点があるという意味にもなります。「批判を積極的に歓迎する」と必ず読まないようにします。

Fictional Workshop Application Notice. A school opened applications for an autumn reading workshop. Eighteen places were available, and twenty-five students applied before the deadline. The notice said that the programme was open to interested students in the target year group, but submitting an application did not guarantee admission. The organisers were also open to suggestions about the timetable. They promised to consider feedback but did not say that every proposed change would be adopted. After reviewing applications, the school planned to notify accepted students individually. At the time of the notice, no final list of participants had been published.

英文B｜Library Open Day（架空の公開行事）
Fictional Public Library Open Day. A school library announced that it would be open to the public on Saturday. Entry was free of charge, but visitors had to register in advance because the number of study desks was limited. The librarian was open about this limitation and explained that registration did not automatically secure a desk. The library was open for a special one-day service, not for unrestricted public access every day of the week.
