裁量があることは承認されたことではない

追加枠を認めるかどうかを校長が決めるという規則があっても、すでに参加枠が増えているとは限りません。may be granted は可能性、has been granted は認められたという結果です。

upon requestは自動提供ではない

印刷教材を申し出たら渡す仕組みがあっても、24人全員が受け取ったとは限りません。実際の要請件数・準備完了件数・未処理件数を確認してください。

at the request ofは要請がきっかけ

The school held a second meeting at the request of families. は保護者の要請を受けて2回目の会議が行われたという意味です。upon requestのように一般的な提供条件を示すのではなく、特定の行動のきっかけを表します。

無作為と裁量は異なる

無作為抽出は条件に基づき抽選する手続きですが、裁量判断は担当者が基準を踏まえて判断します。at the discretion of を「ランダムで決める」と訳さないでください。

Fictional Workshop Extra Places. A school workshop had eighteen places, but twenty-five students applied. The published policy said that additional places could be considered at the discretion of the head teacher if room capacity and staffing allowed. Seven applicants therefore exceeded the usual capacity, but no additional places had yet been approved. A student misunderstood the phrase at the head teacher’s discretion as a guarantee that seven more places would be created. The organiser corrected this: discretion identifies who may make the decision, not what the decision will be. The school planned to notify applicants after checking the available room and supervisors.
