A fictional school reviewed its emergency communication system after a storm caused a temporary power failure in the surrounding area. The school sent a text message to 240 families at 7:15 a.m. The message explained that classes would begin one hour later than usual. By 7:45, 198 families had opened the message, while 42 had not yet opened it. A teacher reported that the message had reached every family because it had been sent to all 240 registered numbers. The office corrected this statement: sending a message did not prove that every family had received or read it. The school then used its website and a recorded telephone message to repeat the information. At 8:10, the office received 21 calls asking whether the new starting time applied to club activities. The message had mentioned regular classes but had not explained after-school activities. The school therefore sent a second notice clarifying that morning club activities were canceled, while afternoon activities would be decided at noon. The principal said that the first notice had been useful, but the school needed to distinguish delivery, opening, understanding, and action. It planned to record questions and identify which details should be included in future emergency notices.

A student group examined food waste in the school cafeteria for two weeks. During the first week, 300 lunches were served, and 45 portions were returned uneaten. During the second week, 360 lunches were served, and 45 portions were again returned uneaten. A student concluded that the school had made no progress because the number of uneaten portions had not changed. Another student argued that waste had fallen by fifteen percent. The teacher asked them to calculate the proportion of returned portions in each week. In the first week, the rate was fifteen percent; in the second week, it was twelve and a half percent. The number of returned portions stayed the same, but the number of lunches served increased. The group also found that a new menu had been introduced in the second week. It had not recorded which menu items were left uneaten, so it could not identify whether the menu had caused the lower rate. Some students also shared portions, but these informal arrangements were not counted in the records. The group decided to record the type of food returned, the number of meals served, and any menu changes over a longer period. It reported the observed rate difference without claiming that the new menu alone had reduced waste.

A local museum introduced an audio guide for visitors who wanted to learn more about its exhibits. The first version offered explanations in Japanese and English. A visitor survey found that 52 people had used the Japanese version, 28 had used the English version, and 20 had used neither. The survey included 100 respondents. The museum initially announced that eighty percent of all visitors had used an audio guide. A staff member later clarified that the survey involved only people who chose to answer and might not represent every visitor. The museum also received comments from people who were hard of hearing and from visitors who preferred reading at their own pace. In response, it prepared printed transcripts and added larger text to the guide screen. The revised system did not replace the audio guide; it offered additional ways to access the same explanations. During a later trial, 36 visitors used the printed transcript, but the museum did not record how many of them had also listened to the audio. The director said that the museum should not add the numbers of audio and transcript users to estimate unique visitors, because one person could use both formats. The museum planned to ask visitors which formats they used and whether the explanations were easy to understand.

Some students believe that smartphones should be completely prohibited during the school day. They argue that phones can distract students and make it harder to concentrate on lessons. Other students say that a phone may be useful when a teacher asks them to research information or contact their families after an unexpected change in the schedule. I do not think that either unrestricted use or a complete ban is the best solution. A school should explain when phones may be used, when they must be kept away, and how exceptions are handled. For example, students could be asked to keep phones in their bags during ordinary lessons, while teachers might permit them for a specific learning activity. A student who needs to contact a family member could follow a clear procedure rather than use a phone secretly. The school should also collect feedback after introducing the rule. However, fewer reported distractions would not automatically prove that the rule improved learning; test results, classroom participation, and other conditions would need to be considered. A good rule should protect concentration while allowing necessary communication. Its purpose should be clear to students, teachers, and families alike.
