measured / reported は測定・報告の対象を限定し、may / might / has not established は可能性や未検証を示します。will review / before deciding
A town is considering turning an unused warehouse into a community learning center. Supporters argue that reusing the building could preserve part of its history while avoiding some construction work. Before approving the project, engineers inspected the roof and found that several sections needed repairs. The town then approved a limited study of the building’s condition, not the renovation itself. Some residents mistakenly assumed that the new center would open the following spring. The project manager explained that costs, accessibility, and safety must be evaluated before any opening date is announced. The study will also compare renovation costs with the cost of constructing a smaller new building. The manager says that reusing an existing structure may be worthwhile, but the advantages have not yet been demonstrated for this particular site.

A secondary school replaced part of the lighting in its library with adjustable lamps. The project aimed to make reading areas more comfortable at different times of day. During an initial trial, many students said they liked being able to change the brightness at their desks. However, other students reported glare on computer screens near large windows. The building manager noted that the lamps and natural daylight affected reading conditions differently. The school moved some desks and tested screens in several positions before ordering more lamps. Teachers also pointed out that students’ positive impressions did not establish an improvement in examination results. The school plans to collect feedback over a longer period and record how much electricity the new system uses. Any wider installation will depend on both comfort and operating costs.

A community hall is planning to make its main entrance more accessible. The first proposal was to install a temporary ramp for major events. Several visitors said that such a ramp would help only when staff were present to set it up. An accessibility adviser suggested a permanent step-free path instead. Before choosing a design, the hall compared the available space and the slope required for safe access. During a small trial, visitors used a temporary route and reported that one turning area was too narrow for some mobility aids. The hall decided to revise the plan and consult users again. Management has not announced that construction will begin immediately. It wants a route that can be used regularly rather than an entrance that works only for special events.

A training center installed monitors that displayed carbon dioxide levels in several classrooms. Staff hoped that the numbers would encourage teachers to consider ventilation during crowded sessions. In one room, the monitor showed higher readings when many people were present. The center responded by opening available windows and changing the timing of short breaks. However, an engineer warned that the monitor measured carbon dioxide concentration, not every aspect of indoor air quality or the health of individual students. A few participants assumed that a lower reading meant the room was completely free of risk. The engineer rejected that conclusion. The center will compare readings at different times and review ventilation procedures, but it does not claim that the monitors alone guarantee a healthy environment.
Q16. What did the monitors directly measure?

A public sports center installed a small system to collect rainwater from part of its roof. The stored water was intended for watering ornamental plants around the building, not for drinking. During one rainy month, staff recorded how much water entered the tank. Supporters estimated that the system could reduce the amount of tap water used for gardening. However, the center had not yet compared total water use across seasons or included all maintenance costs. A technician also warned that rainfall varied from month to month. The manager decided to continue measuring the tank level and the amount of tap water used for the plants. Only after collecting data during both wet and dry periods will the center consider whether a larger collection system would be useful.

A school district faced a temporary shortage of classrooms while an older building was being repaired. Officials considered using modular rooms that could be assembled beside the main school. Supporters said that such rooms might become available more quickly than a permanent extension. Before ordering them, the district inspected the ground and discussed access to electricity and safe walking routes. The inspection revealed that one proposed location became difficult to reach after heavy rain. The district therefore moved that location to a higher area and asked engineers to review the revised plan. It has approved preliminary design work but has not purchased any modular rooms. The final decision will depend on safety, installation time, costs, and whether the rooms can be removed after the repairs are finished.
