A city government introduced a new approach to safer public transport. First, the elected council enacted an ordinance requiring bus operators to conduct regular safety inspections. A year later, the council amended one section of the ordinance because the original reporting deadline was impractical for small companies. The amendment changed the deadline but preserved the inspection requirement. Meanwhile, legislators repealed a much older licensing law that was no longer compatible with the new system. The government also abolished a separate licensing office and transferred its staff to the transport department. In an unrelated dispute, an appeals court overturned a lower court’s decision about a contractor after finding a procedural error. The mayor explained that enacting a new ordinance, amending a provision, repealing an old law, abolishing an office, and overturning a judgment were five distinct actions. None of them, by itself, proved that accidents had declined.
D1. What did the council enact?
D2. Did the amendment remove the inspection requirement?
D3. What happened to the older licensing law and licensing office?
D4. Why did the appeals court overturn the earlier decision?
A regional authority wanted to improve the protection of historical buildings. The legislature enacted a heritage law requiring owners to notify officials before major renovations. Several years later, specialists argued that the notification rules were unnecessarily complicated. Rather than repeal the entire law, legislators amended the section governing how owners could submit applications. They allowed online forms but kept the requirement to notify the authority. At the same time, a separate agency responsible for paper records was abolished after its duties moved to the heritage office. A court later overturned one administrative penalty because the authority had not followed the correct hearing procedure. The authority’s annual report noted that the number of protected buildings remained unchanged. This did not necessarily show the policy had failed, since legal changes and conservation outcomes required different forms of evidence.
D5. What did the heritage law require owners to do?
D6. What did lawmakers amend instead of repealing the whole law?
D7. Why was the paper-record agency abolished?
D8. Did unchanged building counts prove the policy was ineffective?

The council amended the reporting deadline but kept the main safety requirement.。 The council repealed the safety law. Only the reporting deadline was changed; the main safety obligation remained.
Governments should review outdated regulations regularly. They may amend rules that still serve a purpose, while repealing laws that have become unnecessary.(政府は古い規制を定期的に検証すべきだ。
