authorize人・機関に正式な権限を与えるauthorize A to do B誰に何を許可したか

A secondary school planned a study of students’ reading habits. Before the project could start, the school’s ethics committee had to approve the research plan. The principal then authorized three trained teachers to store and analyze anonymized survey responses. Students were told that they could decline to consent to the use of their answers without affecting their grades. A popular author publicly endorsed the study because it might encourage students to read more widely, but the author could neither approve the protocol nor give staff access to personal information. When the committee discovered that the first consent form was difficult to understand, it asked the researchers to revise it before collecting any responses. The principal explained that committee approval, staff authorization, participants’ consent, and an author’s endorsement were separate steps; completing one did not replace the others.

D1. Who had to approve the research plan?

D2. Who authorized teachers to handle anonymized survey responses?

D3. Could declining consent affect a student’s grades?

D4. Did the popular author’s endorsement authorize access to personal information?

Representatives from four countries negotiated a regional agreement to protect migrating birds. Environmental organizations publicly endorsed the proposed agreement, arguing that coordinated monitoring would benefit wildlife. Government representatives signed the document after the final meeting. However, under its terms, each country would become bound only after completing its own ratification procedures. Two governments ratified the agreement quickly, while the others continued parliamentary debate. Meanwhile, a separate regional agency authorized field researchers to enter protected monitoring sites under existing national permits. Landowners were also asked to consent to temporary access to privately managed areas. The lead negotiator emphasized that an organization’s endorsement, a government’s signature, a country’s ratification, an agency’s authorization, and a landowner’s consent all had different legal or practical effects.

D5. What did environmental organizations do?

D6. When would each country become bound under the agreement’s terms?

D7. Who authorized researchers to enter protected monitoring sites?

D8. Whose consent was requested for entry to privately managed areas?

D|読解8問

D1:The school’s ethics committee.

D2:The principal.

D3:No. Students could decline without affecting their grades.

D4:No. Public support did not give the author approval or data-access authority.

D5:They publicly endorsed the proposed agreement.

D6:After completing its own ratification procedures.

D7:A separate regional agency, under existing national permits.

D8:Landowners’ consent.

誤答例:有名な研究者がstudyをendorsedしただけなのに、「The researcher approved the study.」 A researcher publicly supported the study, while the ethics committee approved the research plan.

Schools should obtain informed consent before using students’ personal data. Even if a project is approved by a committee, the people involved should understand how their information will be handled.(学校は生徒の個人データを使う前に十分な説明に基づく同意を得るべきだ。

authorize A to do Bとconsent to doingの形で覚えましょう。
