先に結論：There is / There areの形は後ろの名詞で決まります。a book・a teacherなど単数ならis、three booksなど複数ならare、waterなど数えられない名詞にもisを使います。場所を読解するときは、何があるのか（名詞）と、どこにあるのか（前置詞句）を分けて把握すると正しく答えやすくなります。

There is・There areの使い分け早見表

There is a pair of shoes. のように、a pair of shoesは靴が2つでも文の中心は単数のpairなのでisを使います。主語の名詞を数量だけで判断せず、英文全体のまとまりとして確認します。また、否定文・疑問文ではany、肯定文ではsomeを使うことが多いですが、用途や意味による例外もあります。

問1：1（is）。a catは単数。There isを使う。

問2：3（are）。three booksは複数。There areを使う。

問5：2（isn’t）。waterは不可算名詞で、ここでは単数扱いのisn’t。

問21：1（Yes, there’s one next to the post office.）。Is there …?にはYes, there is.で答え、next toで位置を示す。

Q. There is three books. はなぜ誤りですか？

後ろのthree booksが複数なので、基本的な学校英文法ではThere are three books.を使います。

Q. There is some water. のwaterは数えられますか？

waterは通常、数えられない名詞として扱うため、存在表現ではisを使います。a bottle of waterのように容器を単位にした場合はbottleが数えられます。
