The school changed the rules because students were confused.
The school changed the rules to make them clearer.
As a result, fewer students asked for help.
The effect on test scores has not been measured.

because / due to / complaints aboutなどに注意。
to / in order to / so thatなどの語が手掛かり。
  4. まだ不明な点:may / hope / has not measured / is consideringを実証済みの結果へ言い換えない。
