長文1|都市の自転車シェアは「誰の」移動を改善したか

練習本文:約384語。 架空の都市・研究機関・職業団体を設定した独自評論です。人物・数字・事業は実在の発表を示しません。

In the fictional city of Westford, officials introduced a bicycle-sharing program to make short journeys more convenient. The transport department reported a sharp increase in the number of bicycles rented during the first six months. A local newspaper celebrated the figures as proof that the program had reduced dependence on private cars. Yet the department’s evaluation team was more cautious. Most recorded journeys began or ended near a central railway station, and the rental data did not show whether the users had previously driven, walked, or taken a bus.

A group representing central-city businesses supported expanding the program around shopping streets. Its members argued that visitors who could travel easily between the station and stores might spend more time in the district. A separate group of residents from the outer neighborhoods challenged that priority. They did not oppose cycling; rather, they wanted safe routes and affordable options for workers whose shifts ended after the last bus. Most existing docking stations were too far from those residents’ homes to meet that need.

The department then examined why certain docking stations were frequently empty. At first, staff suspected that the shortage was simply a result of higher demand. However, maintenance records showed that some bicycles had been removed for repairs and had not returned promptly. This did not mean demand was unimportant, but it warned against treating the shortage as evidence of popularity alone. Similarly, an increase in rentals could reflect repeated journeys by existing users rather than a larger number of people gaining access.

Instead of immediately funding the central expansion proposed by businesses, the city agreed to test a limited number of new stations in underserved areas. Evaluators would compare who used the service, whether journeys replaced car trips, and how reliably bicycles were available. Business representatives welcomed the additional trial as long as existing central stations were maintained. Residents emphasized that the trial would be meaningful only if routes were safe and prices remained affordable. Neither group claimed that every resident would benefit equally.

The evaluation team’s conclusion was therefore narrower than the newspaper headline: the program had demonstrated demand for bicycle rentals, but it had not yet established a citywide reduction in car use or an equitable improvement in mobility. Future investment would depend on the results of the more representative trial.

長文2|研究データを公開する権限と責任

練習本文:約350語。 架空の都市・研究機関・職業団体を設定した独自評論です。人物・数字・事業は実在の発表を示しません。

A fictional university research office proposed creating an online repository for environmental observations collected by several departments. Supporters from the computer-science faculty argued that shared datasets could allow independent researchers to check results and build new tools. They regarded public access as an important contribution to reproducible research. Nevertheless, their recommendation was to publish datasets only after the relevant contributors and privacy specialists had reviewed the material; they did not call for unrestricted release of every record.

A group of field researchers raised a different concern. Their measurements included precise locations of rare plant species. Publishing coordinates without safeguards could expose fragile habitats to unwanted visits or illegal collection. The researchers said the locations were scientifically valuable, but they wanted detailed coordinates restricted while broader ecological findings remained accessible. Some reporters described their objection as resistance to transparency, a characterization the researchers considered misleading.

The university’s legal and ethics teams added that information about volunteers who had helped conduct the observations could also identify individuals when combined with other publicly available details. Removing names from a spreadsheet, they explained, might not be enough to prevent re-identification. They proposed a risk assessment, a tiered access system, and clear procedures for requesting sensitive information for legitimate research purposes. Their advice was about how to distribute data responsibly rather than whether the research itself should be published.

The administration initially announced that all departments would be required to join the repository. After consultations, however, it revised the implementation schedule. The first phase would involve departments that could demonstrate suitable data-management procedures. The remaining departments would receive training and could join after a further review. The final repository rules had not yet been formally approved, and the administration declined to predict how many records would become openly accessible in the first year.

The debate did not divide neatly into supporters of science and opponents of science. Each group accepted the value of research, but they emphasized different responsibilities: verification, habitat protection, and personal privacy. The eventual decision would have to address these responsibilities without treating the choice as simply publishing everything or hiding everything.

Q7. What condition did the computer-science supporters place on data publication?

  • (A) Every record should be made available immediately without review.
  • (B) Only computer scientists should ever see environmental records.
  • (C) The data should be released only if every habitat location is removed permanently.
  • (D) Relevant contributors and privacy specialists should review material before publication.

Q8. What was the field researchers’ principal concern?

  • (A) That independent verification had no scientific value.
  • (B) That precise rare-species locations could expose vulnerable habitats.
  • (C) That the university had already removed all ecological datasets.
  • (D) That volunteers should receive no privacy protection.

Q9. Why might removing people’s names be insufficient?

  • (A) Other details might be combined to identify volunteers.
  • (B) It necessarily makes every observation inaccurate.
  • (C) The university had forbidden all statistical analysis.
  • (D) No volunteers participated in the research.

Q10. How did the university change its implementation plan?

  • (A) It ordered every department to publish all records the next day.

  • (C) It began with prepared departments and delayed others pending training and review.
  • (D) It gave legal specialists exclusive authority to conduct experiments.

Q11. Which interpretation of the field researchers does the passage reject?

  • (A) They wanted some findings to remain accessible.
  • (B) They considered rare-species locations scientifically valuable.

In a fictional region, a professional association created a short certificate program for workers hoping to move into technical roles. The association stated that employers had frequently requested evidence of specific practical skills. Its curriculum therefore included exercises that required participants to demonstrate how they diagnosed unfamiliar problems rather than merely recall terminology. The association’s stated goal was to improve the quality of information available to employers, not to guarantee that every graduate would find a job.

A local business council praised the program because several participating companies reported finding suitable applicants more quickly. However, an independent employment researcher noted that those companies had also expanded their recruitment teams. The researcher did not dismiss the certificate as useless. Instead, she argued that the reduction in hiring time could not confidently be attributed to the credential alone. She proposed comparing similar vacancies and measuring applicants’ performance after recruitment.

Some trainees valued the practical demonstrations but complained that the program charged the same fee regardless of income. A trainees’ representative suggested reduced fees for applicants with financial difficulties. The association responded that a universal fee reduction would threaten the budget needed to assess candidates individually. It agreed to examine targeted financial support but made no commitment to changing fees immediately. The representative welcomed the review while emphasizing that eligibility criteria would matter as much as the amount of support.

The association also collected data on certificate completion. In its publicity materials, it highlighted the total number of certificates issued. An external evaluation team cautioned that the figure did not indicate the proportion of trainees who completed the course, since some candidates withdrew and others repeated assessments. More importantly, receiving a certificate did not itself establish sustained employment. The evaluation team recommended examining access, completion rates, and subsequent job performance separately.

At the end of the review, the association decided to retain the certificate program while revising its evaluation framework. It had not approved an unconditional fee cut or claimed that the credential alone caused employment gains. What it had accepted was a need for more transparent evidence about who benefited, which skills were demonstrated, and what remained uncertain.
