- 受動態:was announcedの行為者が不明なら、made by the ministryなどと作らない。
- 時系列・因果:afterとbecause、proposedとapproved、mayとwillの区別を保つ。

Paragraph 1:The fictional Northbridge Museum proposed making its collection of historical photographs available online. The director argued that the archive could help students compare different accounts of regional events without traveling to the museum. The proposal, however, had not yet received final approval, and the director did not claim that publishing photographs alone would improve historical understanding.
Paragraph 2:A group of historians supported wider access but requested detailed descriptions of each image’s date, author, and context. They warned that some photographs had been used to promote particular political positions. In their view, an image could be genuine without offering a complete record of events. The historians recommended adding explanations where accounts differed, but they did not ask for a single official interpretation to be imposed.
Paragraph 3:Privacy specialists raised a separate concern. Some relatively recent images showed identifiable people who had not consented to unrestricted distribution. The specialists proposed making general descriptions public while requiring additional review before sensitive images could be shared. Several members of the public opposed these restrictions, arguing that they would make independent research more difficult. The museum acknowledged this concern but had not approved a final policy.
Paragraph 4:The governing board eventually authorized a limited release of photographs that had passed both contextual and privacy review. It also asked staff to assess whether people outside the region could use the collection responsibly. The wider archive remained under consideration, and the number of files downloaded would not be treated as the only measure of success.

Paragraph 1:A fictional district introduced a temporary evening shuttle service for residents whose jobs ended after the last scheduled bus. The transport office reported growing reservations and suggested that the trial might improve access to work and essential services. The office did not claim that every reservation represented a distinct resident or that the program had permanently reduced transport exclusion.
Paragraph 2:Local employers welcomed the new routes but argued that a larger service would be necessary to reach workers in more remote neighborhoods. A residents’ association supported the pilot while emphasizing that ticket prices and reliable connections also mattered. Its members were concerned that an expansion focused only on central employment areas could leave some people without useful options.
Paragraph 3:The district government funded the initial vehicles, whereas participating employers contributed to a limited staff-transport subsidy. Officials were considering a different funding arrangement for future services, but no agreement had been reached. An independent evaluator warned that higher reservation totals could reflect repeated journeys by existing passengers rather than access for new users. The evaluator recommended tracking unique passengers, completed journeys, and the cost of reliable operation.
Paragraph 4:The district chose to continue the trial with adjusted departure times rather than commit to permanent expansion. Further decisions would depend on evidence about previously excluded residents, service reliability, and financing. The decision did not amount to a promise that every household would receive door-to-door transport.

A regional museum proposed publishing historical photographs online to improve access and support research. Historians supported the idea but requested contextual descriptions, warning that authentic images might present incomplete perspectives. Privacy specialists raised concerns about identifiable people and recommended reviewing sensitive material before release. Some members of the public feared that restrictions would limit independent research. The museum recognized these competing interests without immediately approving unrestricted access. Its board subsequently authorized a limited release of photographs that passed contextual and privacy checks, while postponing wider distribution. Evaluation would consider responsible use rather than download totals alone.
A district tested an evening shuttle for residents unable to use regular buses after work. Reservations grew, but the transport office did not claim that the service had eliminated exclusion. Employers wanted wider coverage, while residents stressed affordability and reliable connections. The district paid for initial vehicles, and employers supported a limited staff subsidy, but future funding remained unresolved. An evaluator warned that reservations could reflect repeated trips by existing users and recommended tracking unique passengers and operating costs. Officials continued the trial with revised departure times, leaving permanent expansion dependent on evidence of access, reliability, and sustainable financing.
