- 主張:usually、under certain conditions、in most cases など政策範囲を定める。
①全面化:some / may を all / must に強める。

Original TOPIC: Should cities prioritize renovating existing public buildings over constructing new ones?
I believe cities should generally prioritize renovating usable public buildings instead of replacing them. This does not mean that every aging building must be preserved. If a structure cannot be made safe, rebuilding may be necessary. Nevertheless, renovation is usually the better starting point for three reasons.
First, repairing an existing facility can make better use of limited public funds. Construction often involves purchasing materials, relocating services, and maintaining temporary facilities. Officials should compare the full costs rather than assume that either option is always cheaper.
Second, renovation can reduce unnecessary waste. Keeping structurally sound parts of a building may prevent useful materials from being discarded. Environmental benefits still need to be assessed because some old facilities consume substantial amounts of energy.
Third, communities depend on familiar public spaces. A library or health center may support residents who cannot easily travel elsewhere. Renovation can sometimes preserve access while improving facilities gradually, whereas complete replacement may interrupt services for a long period.
Critics rightly argue that some buildings are too damaged or poorly designed to adapt. That objection is important, but it supports careful inspection rather than automatic demolition.
In conclusion, renovation should normally receive serious consideration before new construction. The final decision must rest on safety, long-term cost, environmental impact, and continuity of public services.
Original TOPIC: Should media literacy be a compulsory part of school education?
Schools should make media literacy a required part of education. Students encounter claims through videos, messaging services, and search engines long before they graduate. Although schools already face demanding schedules, media literacy deserves a place in the curriculum for three reasons.
First, students need to evaluate evidence rather than merely recognize familiar information. A persuasive headline may omit the original source, while a convincing graph may conceal an unsuitable comparison. Learning to check authors, methods, and context can reduce careless sharing.
Second, media literacy supports constructive public discussion. Students who can distinguish reporting from opinion are better prepared to consider disagreements. Such lessons need not tell them which political position to accept; they should teach how to test claims fairly.
Third, these skills are useful beyond school. Consumers, employees, and voters routinely encounter recommendations and statistics. The ability to ask what a number measures, or what a statement leaves out, helps people make informed decisions.
One reasonable objection is that a new subject would displace essential learning. Schools can address this by integrating short evidence-checking exercises into existing language, science, and social studies lessons instead of adding an entirely separate course.
Therefore, media literacy should be compulsory as a clearly defined skill, with flexible teaching methods and assessments that reward sound reasoning rather than agreement with a particular view.
