may / might / could / suggest / appear / likely
- 確信度:may / could / suggests / is likely は同義の単純な強弱順位ではない。

TOPIC 1|Should local governments fund more pilot programmes before adopting major policies?
I believe local governments should make greater use of carefully designed pilot programmes before committing substantial public funds to major policies. Small trials cannot eliminate uncertainty, but they can make decision-making more informed when their limitations are reported accurately.
First, pilot programmes can reveal practical problems that may not be obvious in a proposal. For example, a digital appointment service might reduce routine calls while creating difficulties for residents without reliable internet access. Testing it with different users would help officials understand both effects.
Second, trials can improve financial planning. A new public transport route might attract passengers, but operating and maintenance costs could be higher than initial estimates. A limited programme allows these expenses to be examined before larger commitments are made.
Third, pilots can encourage more transparent public debate. If authorities publish the methods, results and uncertainties of a trial, residents can discuss whether expansion is justified. A disappointing result may still provide useful information about what needs to change.
Critics may argue that excessive testing delays urgently needed improvements. That concern is legitimate. Governments should consider urgency and the risks of inaction when determining the scale of evaluation. Nevertheless, where careful testing is feasible, a staged approach can support responsible investment without treating early results as guarantees.
TOPIC 2|Should schools rely more on digital learning materials than printed textbooks?
I support wider use of digital learning materials in schools, but I would not recommend replacing printed textbooks in every situation. The most useful approach depends on students’ access to technology, the subject being taught and the quality of the materials available.
First, digital resources can make some learning tasks more flexible. For example, searchable explanations and interactive exercises may help students revisit unfamiliar concepts. However, these features do not automatically demonstrate deeper understanding, so teachers should check performance on new problems.
Second, electronic materials can be updated more easily than many printed editions. This may be valuable in subjects where information changes, provided that revisions are reviewed for accuracy. Frequent updates would be less useful if students could not identify which version they were using.
Third, digital resources may reduce the need for some physical copies and make materials easier to distribute. Yet the savings depend on devices, maintenance and connectivity. Students who cannot use a reliable connection at home may still need printed alternatives.
Some people argue that maintaining both formats is inefficient. That concern deserves consideration, and schools should avoid unnecessary duplication. Nevertheless, a mixed approach, guided by evidence of learning and accessibility, is preferable to assuming that either digital or printed materials must always be superior.
