Meritocracy
| Transparent Criteria |
Fictional evidence: In a fictional school, 100 students applied for a special learning-support programme with only 20 places. Thirty applicants met a stated academic-performance threshold. Separately, forty-five applicants reported a need for additional access to study resources. Twelve applicants belonged to both groups. These counts are from the application forms and do not rank individual students or establish which criteria the school should adopt. No selection decision has been made. The school is considering a transparent rule that recognises preparation, learning needs and available support.
問1:How many applicants were there, and how many places were available?
問2:What is the proportion meeting the academic threshold?
問3:How many applicants reported additional study-resource needs?
問4:Calculate the number meeting at least one of the two descriptions.
問5:How many met neither description?
問6:Can all thirty applicants meeting the academic threshold receive places automatically?
問7:Give an argument in favour of academic criteria.
問8:Give a counterargument concerning opportunity.
問9:Propose a defensible condition before selecting students.
問10:Write a balanced Critical Writing paragraph of about 140–160 words.
Fictional evidence: A fictional school asked eighty students whether they could attend an optional course that ended at 6:30 p.m. Forty students in Group A had relatively short journeys home; twenty-eight of them said they could attend. Forty students in Group B had longer journeys; fourteen said they could attend. The groups were drawn from different year groups, and the school did not record why some students answered no. The survey measures stated ability to attend, not actual attendance, academic motivation or examination results.
問11:How many students were surveyed in total?
問12:Calculate Group A’s stated ability-to-attend rate.
問13:Calculate Group B’s stated rate.
問14:What is the difference in percentage points?
問15:Does this establish the number who actually attended?
問16:Can we conclude that students with longer journeys lack motivation?
問17:Identify one limitation of comparing the two groups.
問18:Give a reason to preserve optional courses.
問19:Suggest an accessibility improvement without promising outcomes.
問20:Write a balanced paragraph considering equal opportunity.
Fictional evidence: Two fictional groups of twenty volunteers each joined different review routines. In Group A, the recorded mean quiz score rose from 68 to 78 points. In Group B, it rose from 66 to 70 points. The tests were designed to cover similar content, but the groups were not randomly assigned, outside study was not measured, and individual score changes were not reported. The school is considering whether awards should look only at final scores or also recognise progress. The data describe group means, not every individual’s growth.
問21:Calculate Group A’s mean-score gain.
問22:Calculate Group B’s gain.
問23:How far apart were the two final mean scores?
問24:What is the difference between the two mean gains?
問25:Does the result show that every student in A improved by ten points?
問26:Can the programme be credited with causing the six-point difference in gains?
問27:State one advantage of considering final performance.
問28:State one reason to consider progress as well.
問29:Propose a fair assessment rule without inventing student rankings.
問30:Write a critical paragraph balancing attainment and progress.
Fictional evidence: A fictional school considered awards for sixty applicants, with only ten awards available. Twenty applicants met a stated written-task threshold, while twelve met a presentation threshold; eight met both. The school has not decided whether the awards should recognise written work, spoken communication or both. The applicants did not all have the same preparation resources, but no individual access data were collected. Being above one threshold does not automatically mean receiving an award. The school wants transparent criteria before judging applications.
問31:How many award places are available?
問32:How many met the written-task threshold?
問33:How many met the presentation threshold?
問34:How many met both criteria?
問35:Calculate how many met at least one criterion.
問36:How many met only the written threshold?
問37:How many met only the presentation threshold?
問38:May the school announce all twenty-four as award winners?
問39:Give a fair argument for considering more than one skill.
問40:Write a balanced conclusion about merit and transparent selection.

1:There were 100 applicants competing for 20 places.
2:Thirty percent of applicants met the stated academic threshold.
3:Forty-five applicants reported needing additional study resources.
4:Sixty-three applicants met at least one description.
5:Thirty-seven applicants met neither of these two descriptions.
6:No. Only twenty places are available.
7:Published academic criteria can make one aspect of selection understandable and measurable.
8:Students may have different access to quiet study spaces and other learning resources.
9:The school should publish its goals and criteria, review applicants consistently and protect private information.
10:Limited learning-support places create a difficult question about merit and opportunity. In a fictional school, one hundred students applied for twenty places. Thirty met an academic threshold, forty-five reported needing additional study resources, and twelve met both descriptions. These counts show that a rule based only on one criterion could overlook another relevant consideration. Academic performance can provide useful evidence of preparation, and published criteria may improve transparency. However, differences in access to study resources may also affect students’ opportunities to demonstrate their abilities. The figures do not tell us how individual applicants should be ranked or which selection rule would produce the fairest outcomes. I would recommend that the school state the programme’s purpose, use clear and consistently applied criteria, and explain how achievement and educational need are considered. Any final decision should also respect privacy and the limited number of available places.
11:Eighty students were asked about possible attendance.
12:Seventy percent of Group A said they could attend.
13:Thirty-five percent of Group B said they could attend.
14:The recorded rates differ by 35 percentage points.
15:No. The survey collected intentions or availability, not attendance records.
16:No. The survey did not measure motivation.
17:The groups came from different school years, so other circumstances may differ.
18:Optional courses can provide additional learning opportunities for students who can attend.
19:The school could test earlier sessions or materials students can use without travelling late.
20:Offering the same optional course to everyone does not necessarily mean that every student can use it under the same conditions. At one fictional school, twenty-eight of forty students with shorter journeys said they could attend a course ending at 6:30 p.m., compared with fourteen of forty students with longer journeys. The reported rates were 70 percent and 35 percent. These figures describe stated availability, not motivation or actual attendance, and the groups also differed by school year. Evening courses may still be valuable, but the school should not treat nonattendance as proof of weak effort. I would suggest a small trial of earlier sessions or accessible learning materials, followed by feedback about participation, costs and student needs. Fair opportunities require attention not only to what is offered but also to whether students can reasonably use it.
21:Group A’s recorded mean rose by ten points.
22:Group B’s recorded mean rose by four points.
23:The final mean-score difference was eight points.
24:The difference in mean gains was six points.
25:No. The figures are group means, not individual changes.
26:No. Group assignment was not random and outside study was not measured.
27:Final scores can show achievement against a stated academic standard.
28:Progress may show learning over time that a single final score does not describe.
29:The school could explain separate criteria for attainment and progress and review individual records before giving awards.
30:Academic achievement matters, but a final score alone may not describe every aspect of learning. In a fictional comparison, one group of twenty students increased its average quiz score from 68 to 78, while another group’s average rose from 66 to 70. The first group had a final mean eight points higher and a mean gain six points greater. However, these are group averages rather than individual records. Participants were not randomly assigned, and their study outside the routines was not measured, so the difference cannot be attributed confidently to one method. When schools recognise learning, clear attainment standards can support consistency, while evidence of individual progress may provide another useful perspective. I would favour publishing both criteria, reviewing comparable assessments and avoiding claims about effort or talent that the available figures cannot establish.
31:Ten awards are available for sixty applicants.
32:Twenty applicants met the written criterion.
33:Twelve applicants met the presentation criterion.
34:Eight applicants met both criteria.
35:Twenty-four applicants met at least one criterion.
36:Twelve applicants met only the written threshold.
37:Four applicants met only the presentation threshold.
38:No. There are only ten awards, and the final criteria are undecided.
39:Written analysis and clear spoken communication can reflect different strengths.
40:A fair award system should explain what it intends to recognise before selecting winners. In one fictional school, twenty of sixty applicants met a written-task threshold, twelve met a presentation threshold, and eight met both. This means twenty-four met at least one criterion, but only ten awards were available. The counts cannot show which applicants deserve those places. Written work may reveal careful analysis, while presentations can show communication skills; neither measure should automatically be treated as the whole of merit. I would recommend published scoring standards, consistent review of both forms of work and a clear process for questions about the results. Because preparation opportunities may differ, the school should also examine whether its assessment arrangements are accessible before making final decisions. Written criteria should be clear, and preparation support should be considered so that access to resources alone does not determine who can demonstrate their abilities.
