In a mountain district, some residents live far from the nearest public library. To make books easier to borrow, the local government tested a small mobile library that visited four villages every second Saturday. People could borrow books from the bus and return them during its next visit.
The three-month trial brought mixed results. In two villages, the number of book loans increased compared with the period before the service began. In the other two villages, however, there was little change. When officials spoke to residents, they discovered several possible reasons. Some families did not know exactly when the bus would arrive. In one village, the bus stopped at the top of a steep hill, making it difficult for some older residents to reach it.
The officials did not conclude that the service was useless. Instead, they planned to advertise the schedule more clearly and move the hilltop stop closer to the health clinic. During a second trial, they will count how many residents borrow books more than once. They also want to compare travel distances before and after the changes. Their goal is to find a service that people can actually use, not simply to increase the number of buses.

Some towns are opening public cooling spaces during extremely hot summer days. Libraries and community halls provide air-conditioned rooms and drinking water so residents without cooling equipment at home have somewhere to rest. These spaces can also offer a safe meeting point for older people who live alone.
However, it can be difficult to find enough staff for long opening hours. Some buildings are far from bus stops, making them difficult to reach for people who cannot drive. Announcing the service online is not enough for every resident.
To address these problems, local groups recruit volunteers, share printed notices and work with transport providers to explain which cooling spaces are easiest to reach. They regularly review opening hours based on residents’ feedback.
模範答案(31語):Some towns open cooling spaces to protect residents during extreme heat. However, staffing and transportation can limit access, so organizers recruit volunteers and provide clearer information about locations and opening hours.
QUESTION: Do you think cities should provide more public spaces where teenagers can study?

Second, shared spaces make it easier to find learning resources and meet classmates for group work. Cities should keep these places safe and provide convenient opening hours for students.
