an equal number of books / equal time。
a fair decision / fair rules。
identical forms / identical equipment。
equivalent value / equivalent information。

Reading passage(慶英会オリジナル)
A city library introduced a reading program for three local schools. At first, each school received an equal number of books, even though the schools had very different numbers of students. Teachers from the largest school argued that this arrangement was not fair because their students had fewer books to share. The library then asked each school to report its needs. Under the revised system, schools received different numbers of books, but the manager believed the distribution was fairer. The library also offered digital copies of selected books. These copies provided equivalent learning content, although their appearance and page layout were not identical to the printed editions. Staff explained that equal numbers, fair distribution, identical formats, and equivalent educational value were four different ideas.

Reading passage(慶英会オリジナル)
A school held an English speech contest. Each speaker was given an equal amount of presentation time: three minutes. The judging committee wanted a fair system and announced the criteria before the contest. Two participants submitted nearly identical speeches because they had worked from the same example. The committee asked them to revise their speeches so that each could express a personal idea. One student prepared slides instead of using a printed poster. The rules allowed either format as long as it provided equivalent information for the audience. Some parents believed that a fair contest required every student to use an identical format. The committee explained that fairness concerned published rules and judging, while identical materials were not required. The contest kept the three-minute limit for every speaker.

Reading passage(慶英会オリジナル)
Students tested how sunlight affected plant growth. Two groups used identical containers and received equal amounts of water each day. However, the sunlight conditions were different. The first group placed plants near a bright window, while the second used an area with less natural light. The teacher explained that having identical containers did not make all conditions equal. After two weeks, the groups compared the results and shared them with the class. They also examined whether the two types of measuring tools provided equivalent readings. A test showed small differences, so the teacher advised them not to describe the tools as identical or perfectly equivalent. The class agreed that fair scientific comparisons require careful attention to differences and limitations, not just matching equipment.

Reading passage(慶英会オリジナル)
A town introduced two bus routes to a community hospital. Both routes charged an equal fare of 300 yen, but they were not identical. Route A stopped at five places and reached the hospital sooner. Route B stopped at eight places and passed through several residential areas. The transport office said the two routes offered equivalent access to the hospital for some passengers, although they were not equally convenient for everyone. To make the service fairer, the office added a reduced fare for students who met certain conditions. This meant passengers did not all pay an identical price after the change. Some residents welcomed the policy, while others wanted a simpler system. The office said that a fair policy must be evaluated by its purpose and effects, not merely by whether everyone pays the same amount.
