結論：under twelveは12歳未満なので12歳は含まれず、twelve or underは12歳以下なので12歳を含みます。aged twelve to fifteenは原則として12歳から15歳までを含みます。英検準2級の案内文では、参加できる年齢・保護者同伴の境界・料金区分がそれぞれ違う場合があるため、一つの条件だけで決めないことが重要です。
