- should/ought to:推奨・望ましさ。
- may/might:可能性や許可。
- must not と do not have to:前者は「してはならない」、後者は「しなくてもよい」。

A public library considered opening later in the evening. The director said the change could help people who worked during the day, but it might also increase staff costs. Employees must complete safety training before supervising the building at night. Visitors may use the reading room after six if they register, but they must not enter the archive. The director explained that a short trial would not necessarily establish whether the change should become permanent.
D1. Which rule is an explicit prohibition?

- The library could extend its hours.
- Visitors may use the reading room after registration.
D2. What is uncertain about the change?

The transport officer said the service might improve access for some residents. However, the council could not conclude that it had solved every transport problem. It decided to collect more evidence and advised the operator that drivers should receive additional training before more routes were introduced.

A university team noticed that two measurements differed greatly. Some researchers argued that one instrument must be inaccurate, while others warned that the difference could reflect changes in the conditions being measured. The team agreed that the device might need recalibration, but it could not identify the cause from a single test. Before publishing, the researchers must verify their records under the laboratory’s rules. Their report would explain both the observations and the remaining uncertainty.
D5. What was required by laboratory rules?
- Avoid all measurement.
- Verify records before publication.
- Publish immediately without checks.
- Use only one instrument forever.
D6. What did the team conclude about the cause?
- The instrument was certainly broken.
- No recalibration was ever needed.
- A single test was insufficient to determine it.
- All measurements were identical.
