Across many cities, artificial light has changed the nighttime environment. Some birds migrate using cues from natural light, and brightly illuminated buildings can disorient them. To reduce possible collisions, conservation groups have encouraged offices to turn off unnecessary lights during the busiest migration periods. Several property managers welcomed the idea because it might also lower electricity costs.

However, pedestrian groups warned that an indiscriminate shutdown could make certain routes harder to use. They argued that the safety of residents and workers could not be treated as an afterthought. (23) For this reason, many voluntary programs focus on decorative lighting and unoccupied offices instead of switching off every streetlight.

The results are not always easy to interpret. Some participating buildings reported fewer collisions, but weather, the number of migrating birds, and changes to nearby construction also varied from year to year. (24) A lower collision count in a single season therefore cannot, by itself, demonstrate how much the lighting change contributed.

Advocates now propose that buildings report their lighting schedules and use comparable methods of recording collisions. (25) The goal is not to declare all illumination harmful but to identify unnecessary light while preserving essential services.

Q23. Choose the best sentence for blank (23).

1. The challenge is to reduce avoidable illumination without removing lighting needed for safety.

2. These concerns prove that every conservation proposal should be abandoned.

3. Such warnings show that artificial light has no effects on wildlife.

4. All safety problems disappear when office lights are turned off.

Q24. Choose the best sentence for blank (24).

1. The campaigns have conclusively proved their effect in every district.

2. These variations make it difficult to isolate the effect of changing the lights.

3. No collision records can be collected in urban areas.

4. Bird migration has ceased to depend on weather.

Q25. Choose the best sentence for blank (25).

1. Offices should avoid collecting information because measurement is unreliable.

2. Every city can safely remove all lighting at once.

3. Comparative records could help locate effective changes with limited safety costs.

4. Uniform lighting is more important than any environmental outcome.

Community seed banks collect locally adapted crop varieties that may be overlooked by large commercial suppliers. Their supporters argue that genetic diversity can help farmers respond to changing growing conditions, especially when different varieties react differently to drought or disease. The banks often rely on volunteers who gather, label, and store small samples.

Simply putting seeds in a cabinet, however, does not ensure that they will remain useful decades later. Some seeds lose their ability to germinate, while others require specific conditions to survive in storage. (26) For example, volunteers may plant stored seeds periodically and collect fresh samples, a process that can require both time and careful planning.

The banks also exchange seeds with farmers and researchers. Such exchanges can broaden access to local crops, but they can create confusion if different varieties are given the same informal name. (27) Without reliable records, future growers may be unable to tell which seeds suit their climate or where a variety originally came from.

Ultimately, the value of a seed bank depends on more than the number of packets on its shelves. (28) A collection containing many mislabeled or nonviable samples may appear impressive while contributing little to agricultural resilience.

Q26. Choose the best sentence for blank (26).

1. A seed’s label alone guarantees its survival.

2. All seed varieties remain viable indefinitely.

3. The banks should refuse to grow stored seeds.

4. Successful preservation requires testing viability and regenerating stock when necessary.

Q27. Choose the best sentence for blank (27).

1. Each transfer therefore needs records of the variety and growing conditions.

2. Informal names always provide a scientifically precise identification.

3. Exchanging seeds makes local adaptation irrelevant.

4. Detailed information should be discarded after exchange.

Q28. Choose the best sentence for blank (28).

1. The only important measure is how much storage space a bank occupies.

2. An inventory is therefore no substitute for evidence that seeds remain viable and correctly identified.

3. The seeds must all come from a single commercial supplier.

4. A bank becomes unnecessary as soon as it gathers many varieties.

For decades, a fictional university called Northbridge evaluated academic departments largely by counting journal publications and research grants. Administrators defended the system on practical grounds: numbers were easy to compare, and donors could see how funds were used. Yet some faculty members argued that the approach rewarded frequent publication even when the work had limited public value. Professors who spent time developing courses or collaborating with local communities could find that their contributions carried little weight in promotion decisions.

The university created a committee to redesign its evaluation process. One proposal asked each department to submit a short account of its most significant achievements, supported by evidence. These narratives could describe research that changed professional practice, educational innovations that improved students’ learning, or partnerships that addressed a clearly identified local problem. The committee did not propose abandoning publication data altogether; rather, it wanted to prevent a single numerical measure from dominating every decision.

Supporters argued that narratives would make departments explain what they had achieved instead of merely listing their activities. However, the proposal also attracted criticism. Some junior faculty worried that persuasive writing and access to institutional publicity teams would affect their scores. Others questioned whether panels could compare achievements across very different disciplines without relying on subjective preferences. A department’s success in preserving endangered documents, for example, might be hard to compare with another department’s progress in laboratory research.

To address these concerns, the committee recommended a small pilot. Departments would provide both conventional indicators and evidence-backed narratives, and reviewers would publish the criteria used in their assessments. Independent observers would examine whether the new process systematically favored large departments or particular fields. If disparities emerged, the university could revise its standards before extending them campus-wide.

The final recommendation rejected the idea that everything valuable could be reduced to one number. At the same time, it cautioned that replacing numerical measures with vague impressions would create a different problem. Good evaluation, the report concluded, requires evidence, transparent judgment, and a willingness to correct procedures when unintended biases are discovered.

Q29. What problem prompted Northbridge University to reconsider its evaluation system?

1. To eliminate numerical data from all academic reviews.

2. To reward publication volume more consistently.

3. To recognize achievements overlooked by publication and grant counts.

4. To make departments compete for publicity funding.

Q30. What concern did some junior faculty raise about evidence-backed narratives?

1. That written accounts could favor departments with stronger publicity resources.

2. That laboratory science would no longer be allowed.

3. That evaluation would rely solely on student exam scores.

4. That departments would be required to stop publishing research.

Q31. Which conclusion best represents the committee’s final position?

1. Transparent evaluation should blend evidence with reviewable judgments.

2. Numerical comparisons are always inherently invalid.

3. Pilot programs must never be used for institutional changes.

4. Reviewers should conceal their criteria to avoid complaints.

The fictional region of Bellwater has two very different water problems. During unusually dry summers, its reservoirs can fall to low levels, yet heavy storms sometimes overwhelm drainage systems during other seasons. For years, officials treated the first problem as one of supply and the second as one of flood protection. The separate departments rarely exchanged data. When a regional planning group began examining how water moved through the entire system, it found that solutions aimed at only one problem could create difficulties elsewhere.

One proposal involved collecting treated wastewater for industrial cooling and park maintenance. Supporters said that using highly treated water for activities that did not require drinking-quality water could reduce demand on reservoirs. Opponents feared that the public would misunderstand the term recycled water and suspect that every use posed a health threat. Specialists responded that risks depended on the specific treatment process, exposure route, and quality monitoring, not simply on whether the water had been used before. They also emphasized that treatment could fail and that rules for testing and emergency shutdowns would remain essential.

A second proposal focused on converting some paved areas into permeable spaces capable of absorbing rainwater. Advocates expected this to reduce pressure on storm drains while allowing some water to enter the soil. However, engineers warned that infiltration could be ineffective where underground conditions were unsuitable. In densely built areas, contaminated soil or nearby foundations could introduce additional constraints. They argued that a design successful in one neighborhood should not be copied automatically in another.

The planning group proposed a carefully monitored pilot combining limited water reuse with changes to drainage in two districts. The water-reuse portion supplied non-drinking water to several participating facilities, while the drainage portion collected measurements after rainfall. Initial records showed that the participating facilities used less reservoir water than before. But the group could not yet determine whether the change would remain stable across different seasons or whether similar results could be achieved at a larger scale. Likewise, drainage data were too limited to justify claims that regional flood risk had been substantially reduced.

Not everyone agreed about the value of the pilot. Some residents wanted immediate expansion to protect water supplies, while others argued that the region should prioritize repairing old pipes, where leakage could also waste considerable water. The planning group declined to declare a single winner. Instead, it recommended comparing the costs, maintenance needs, and measurable effects of several approaches while publishing data in a form the public could understand.

The final report described resilience as the capacity to respond to different kinds of disruption, not the purchase of one celebrated technology. It called for multiple sources of water, careful management of wastewater, practical drainage improvements, and independent oversight. Without reliable monitoring and clear public communication, it concluded, even a technically promising project could lose legitimacy before its benefits were established.

Q32. What did the planning group identify as a weakness in the region’s previous approach?

1. Low reservoirs and flood problems were managed independently despite their connections.

2. Storm damage had completely destroyed every reservoir.

3. The region lacked any system for treating wastewater.

4. Every neighborhood had identical soil and drainage conditions.

Q33. According to specialists, how should the safety of recycled water be judged?

1. Reused water is unsafe whenever it has previously been used.

2. Water safety depends on treatment, exposure, and continued monitoring.

3. A water system can operate safely without emergency procedures.

4. Public concern is irrelevant to designing infrastructure.

Q34. What did the initial pilot establish?

1. The pilot demonstrated that regional flooding had ended.

2. Reservoir water use fell at participating facilities, but larger effects remained uncertain.

3. Every district achieved an identical and lasting reduction in demand.

4. The project proved that pipe repairs would offer no benefit.

Q35. What is the principal message of the final report?

1. A single innovative device can solve all forms of water disruption.

2. Public acceptance is guaranteed whenever a project has engineering support.

3. Independent oversight can be replaced by enthusiastic publicity.

4. Resilience requires a diverse set of approaches supported by credible evidence and communication.

Passage R1|

Passage R2|
