Original Reading: A high school planned an outdoor music event during its autumn festival. Sixty students joined the performance and audience activities. The organizers expected the event to create a welcoming atmosphere for visitors. However, the courtyard was next to a classroom that remained open for quiet study. During a rehearsal, several students in that room said that the music made it difficult to concentrate. The student council asked fifteen study-room users to complete a short questionnaire. Nine reported that they had difficulty concentrating because of the sound. The council calculated that sixty percent of those respondents had reported a problem. It did not treat the result as sixty percent of the concert participants, because the surveyed group was entirely different. Nor did it claim that examination grades had fallen, since no grades were measured. The economics teacher explained that a benefit enjoyed by event participants could occur alongside a negative externality affecting people who did not choose to join the event. The council discussed moving the speakers away from the classroom and ending the rehearsal earlier. It also noted a possible positive spillover: volunteers who cleaned the nearby public walkway after the event improved the area for people who had not attended the concert. The committee avoided claiming that the walkway improvement had a particular monetary value, since no such estimate had been made. For the next festival, it proposed checking sound levels at the study room, asking affected students about alternative arrangements, and recording the costs of mitigation. The final report described the participants’ benefits and the possible impacts on nonparticipants separately, explaining that a successful event should consider both groups.
