支持した人数と棄権した人数を分ける
12人中7人が賛成、3人が反対、2人が棄権なら、賛成は委員全体の7÷12≒58.3％です。棄権を除いた賛否10票に占める賛成は7÷10＝70％。分母の違いを明示しなければ同じ投票でも割合の意味が変わります。
支持された提案が施行済みとは限らない
委員会が多数で賛成しても、別の審査や正式な承認が条件なら規則変更はまだ適用されていない場合があります。was supported / was approved / took effect の意味を一つにまとめず、意思表明・採用・施行を時間順に整理しましょう。
be opposed toのtoは前置詞
We are opposed to increasing fees. のtoは前置詞で、後ろは動名詞increasingです。We oppose the increase. の動詞opposeは直接目的語を取ります。opposed to increase はincreaseが名詞なら文脈上可能ですが、動詞の原形を続ける意図なら誤りです。
in support ofとon behalf ofの違い
支持を示して手紙を書くことと、団体を代表して発言することは異なります。She wrote in support of the proposal. は支持表明、She spoke on behalf of the committee. は委員会の代表です。代表者が全員一致の意見を述べたと推測する根拠にもなりません。
