Cambridge Dictionaryはon behalf ofを、他の人の利益のため、またはその人の利益を代表して行うことと説明します。8人の委員会を代表して発言したとしても、8人全員が同意したかは別の事実です。議事録に賛成6人・棄権2人とあるなら、全員一致と書いてはいけません。

on the part ofは誰による行為かを示す

Carelessness on the part of the organisers caused the delay. は主催者側の不注意という意味です。主催者の代理人が何かをしたという表現ではありません。行動の主体や責任を説明する際に使います。

in place ofは実際の置き換え

She attended in place of the absent chair. は欠席した議長の代わりに出席したことを示します。on behalf of は代表・代理を表しますが、相手が欠席していることまでは必ず意味しません。

A listener wrote that Aya’s speech proved unanimous support. The secretary corrected the note: the proposal had been approved, but not by a unanimous vote. Fictional Event Feedback Review. Thirty visitors attended a school information event, and each completed one short feedback form. An error on the part of the organisers resulted in four incomplete digital records; twenty-six records remained complete. The organisers apologised and began checking the missing fields. A volunteer delivered the public explanation on behalf of the organising team, but the software error itself was not caused by the volunteer.
