The School Bus That Raised More Questions

Paragraph 1|

At Eastfield High School, students who stayed for clubs had two options for returning home on the school shuttle: a bus leaving at 4:15 p.m. and another leaving at 5:30 p.m. The first bus was convenient for students whose activities ended early, while the second served those involved in sports and rehearsals. However, several students complained that the gap between the departures was too long. Some finished at 4:40 but had to wait nearly fifty minutes. Others, including students who needed to reach a connecting train, said the later bus made them arrive home unnecessarily late. A group of students suggested introducing a 5:00 p.m. service. The principal asked the transportation committee to investigate the proposal instead of approving it immediately. The committee’s first task was to identify whose needs were being described and whether the complaints represented the wider school.

Paragraph 2|

The committee circulated an online questionnaire to 150 students who were registered for after-school activities. Ninety students responded. Of those respondents, fifty-four supported adding a 5:00 p.m. bus and thirty-six preferred keeping the timetable unchanged. It was tempting to say that sixty percent of all students wanted an additional service. A mathematics teacher reminded the committee that fifty-four out of ninety was sixty percent of respondents, not sixty percent of the 150 invited students or of the entire school. Students who usually went home immediately after classes had not been invited at all. In addition, the questionnaire offered only two choices and did not ask whether supporters would actually ride the proposed bus. The committee therefore treated the results as an indication of interest among respondents rather than proof of demand for a particular number of seats.

Paragraph 3|

To learn more, the school arranged a trial service at 5:00 p.m. on four consecutive Fridays while keeping both existing departures. The additional bus had a legal capacity of forty passengers. On the first two Fridays, thirty-three and thirty-eight students boarded. On the third Friday, forty boarded and three more arrived after the seats had filled; the committee recorded forty-three people seeking to board, not forty-three passengers travelling. On the fourth Friday, only twenty-five boarded. These figures showed that demand varied from week to week. They did not show that the average number of passengers would remain constant during another term. The committee also noted that the trial was held only on Fridays. Clubs met on different days, and the needs of students on Tuesdays might be quite different. A convenient test schedule should not be mistaken for a complete picture of the school week.

Paragraph 4|

The transport manager supplied another set of figures. Operating an extra bus would require a driver, fuel and safety checks, but the costs would depend on whether the driver could complete another route during the shift. The committee was not given a reliable cost per passenger, so it avoided claiming that the service was either cheap or too expensive. It also examined a proposal to replace the 5:30 p.m. departure with the new 5:00 p.m. bus rather than running three buses. That alternative could reduce operating time, yet it might disadvantage athletes whose practices ended after five. Several students also relied on a connection to a public train. A ten-minute difference in arrival time at the station might be unimportant on one route and decisive on another. The committee concluded that time, price and accessibility had to be considered together.

Paragraph 5|

When the committee met with parents, two different concerns emerged. Some parents wanted their children home earlier and argued that a 5:00 p.m. bus might be safer than a long wait near the school gate. Others worried that a replacement service would remove the only suitable ride for students at late practices. A parent suggested using a smaller vehicle every day, assuming that it would automatically cost less. The manager explained that vehicle size was only one factor in operating costs and that smaller vehicles could leave passengers behind on busy days. No one offered evidence that one plan would be best for every student. The discussion helped the committee recognize that a transport decision affected more than the people who answered the original questionnaire. Instead of ranking parents by how strongly they spoke, it wrote down each concern and the evidence that would be needed to examine it.

Paragraph 6|

The committee next invited students who had not participated in clubs to describe their journeys home. Some took the regular public bus and did not use the school shuttle at all. Others stayed for occasional tutoring sessions and needed transport only once or twice a month. A student who used a wheelchair explained that arriving at the station earlier would help only if the connecting route had step-free access. This point changed the committee’s understanding of convenience. A timetable that looked efficient on paper could still be difficult to use if the route to the next vehicle was inaccessible. The committee therefore asked for information about actual connections, not just departure times from the school. It also decided that accessibility comments should be considered seriously even if only a small number of people raised them. Frequency was not the same as importance.

Paragraph 7|

After reviewing the evidence, the committee proposed a longer trial instead of a permanent timetable change. It recommended testing the 5:00 p.m. bus on both Tuesdays and Fridays for six weeks, retaining the 5:30 p.m. bus during that period. Staff would count how many students tried to board, how many actually travelled and how many transferred to another service. The trial would also record delays, maintenance needs and accessibility complaints. These measures were intended to answer different questions; a higher number of passengers would not, by itself, prove that every student had benefited. The committee asked students to report missed connections and encouraged those who never used the shuttle to comment on the plan. It also requested a clear estimate of the marginal operating cost before making a final financial recommendation.

Paragraph 8|

The principal thanked the committee for making uncertainty visible rather than hiding it behind a single percentage. She approved collecting further information, but she had not yet approved the proposed six-week timetable or committed funds for it. The committee’s report therefore ended with a conditional recommendation: if staff could operate the trial safely and within an agreed budget, the school should compare the outcomes with those of the existing timetable. It listed what would count as success, including fewer missed connections and no unresolved access barriers, without promising that every goal would be achieved. For the students, this was an unexpected lesson in reasoning. A responsible proposal did not simply state what people wanted. It identified whose voices were missing, explained what the available numbers could and could not show, and described what the school would have to learn before making a lasting decision.

Paragraph 1|

解答1: 4:15 p.m. and 5:30 p.m.

2: Their activities finish between the two departures.

4: The proposal needed investigation into whose needs it would meet.

5: The existing bus timetable does not serve all after-school schedules equally well.

Paragraph 2|

9: Only registered after-school students were invited, and not everyone responded.

10: The survey did not ask whether supporters would actually ride the bus.

Paragraph 3|

13: No, forty boarded and three more wanted to board.

解答15: Demand on other weekdays.

Paragraph 4|

16: Driver time, fuel and safety checks.

18: Replace the 5:30 p.m. bus with a 5:00 p.m. bus.

解答19: Students whose activities finish after five.

20: Some students need to catch connecting trains.

Paragraph 5|

21: Earlier arrival home and avoiding a long wait near the gate.

解答22: Losing a suitable late bus.

24: It could leave passengers behind on busy days.

25: Specific concerns and evidence needed to examine them.

Paragraph 6|

解答26: To understand travel needs beyond club members.

27: Once or twice a month.

28: Step-free access on the connecting route.

解答29: Actual onward connections and accessibility.

30: A concern can be important even if few people mention it.

Paragraph 7|

解答32: Tuesdays and Fridays.

34: Students seeking to board, actual riders and passengers making connections.

Paragraph 8|

解答37: No. 解説:had not yet approvedとある。

解答38: Safe operation within an agreed budget.

39: Fewer missed connections and no unresolved access barriers.

40: Good decisions require evidence, attention to missing voices and clear limits on what data prove.
