発表日と施行日は別
木曜日に学校が規則を発表し、月曜日にcome into effectすると書かれていれば、金曜日はまだ新規則の適用前です。英語通知の読解ではannounced on / comes into effect on / remains in effectを日付と対応させます。
take effectには2種類の意味がある
The new timetable took effect on Monday. は予定の適用開始。The revision began to take effect after practice. は改善措置の効果が現れ始めたという意味です。Cambridge Dictionaryにも「作用する・成果をもたらす」というtake effectの用法があります。文脈に合う方を選びます。
制度が施行されたことと、成果が証明されたことは違う
新しい読解ガイドを導入して平均点が16点から18点になったとしても、通常の宿題や他の条件が変わっていれば改善原因をその方法だけに特定できません。施行・導入済みという事実と効果の検証は区別します。
in effectとbe in effectの語順を見極める
The rule is in effect. のin effectは規則が有効な状態です。一方 In effect, the rule gives students more time. なら「実質的には」の意味です。in effectという2語だけを見て一義的に決めず、主語と動詞を確認してください。

英文A｜New Library Rule（慶英会オリジナル）
Fictional School Library Rule. The school announced a revised library rule on Thursday. The notice said, “The new rule comes into effect on Monday.” Students could continue using the previous procedure on Friday, because the revised rule was not yet in effect. From Monday onward, the new borrowing procedure would be used in the library. The school did not confirm that every student had read the announcement by Thursday. The notice clearly distinguished the announcement date from the date on which the rule started to apply. It did not report whether the revised procedure would make the library more efficient.

英文B｜Reading Guide Trial（慶英会オリジナル）
Fictional Reading Guide Trial. A small school group began testing a new reading guide on Monday. The average score on a 25-point practice exercise was sixteen before the trial and eighteen on Thursday. The teacher said that the method might be beginning to take effect, but explained that a rise of two points alone did not prove causation. There was no control group, and the students had also completed ordinary homework during the week. The report presented the two averages as observations and the possible effect of the guide as a hypothesis requiring further evidence.
