no more thanとnot more thanはどちらも「〜以下」という数量的意味を持ちますが、no more thanには「わずか〜」という少なさの強調がよくあります。一方、no fewer thanやno less thanは「〜もの数・量」という多さへの驚きを強調し、not fewer than/not less thanは最低条件を明確に示す場合に便利です。
no more than・not more than・no fewer thanの違い
|---|---|---|
| no more than+数量 | ほんの〜だけ・少なさの強調/上限 | Only/no more than ten students replied. |
| not more than+数量 | 〜を超えない(上限) | Not more than twenty students may enter. |
| no fewer than+人数 | 〜もの数・予想外に多い | No fewer than thirty-five students signed up. |
| no less than+量・数 | 〜もの多さ・大きさを強調 | The project took no less than four hours. |
| not fewer than+人数 | 〜以上(最低人数) | Not fewer than forty responses are required. |
| not less than+量 | 最低〜(量の下限) | Not less than two hours is needed. |
| as few as / as many as | 少なさ/多さを強調 | As many as fifty people attended. |
Not more than twenty applications may be accepted. No fewer than thirty-five students registered.
Cambridge Dictionaryではnot/no more thanが数量の小ささを強調する使い方も示されています。

第2部|初見英文A(問17〜22)
An upper limit and an actual number(架空の学校資料)
A fictional school library planned a weekend workshop with a strict limit of twenty seats. The notice stated that not more than twenty applicants could be accepted. By Wednesday the library had received thirty applications, which was ten more than the available capacity. The librarian selected twenty students and placed the remaining ten on a waiting list. At the time of selection, no one knew whether all twenty accepted students would attend. On Saturday, eighteen students were present. A student wrote that the upper limit of twenty meant that twenty people had attended. The librarian corrected the report and explained the difference between a maximum capacity, the number of accepted applicants, and the actual attendance recorded at the event.

第3部|初見英文B(問23〜28)
A surprisingly large turnout(架空の学校資料)
A fictional high-school science exhibition expected about fifteen student volunteers. By Friday, no fewer than thirty-five students had signed up to help. The club leader was surprised by the number and assigned twenty volunteers to explain exhibits, ten to guide visitors, and five to manage supplies. The total of the three groups was thirty-five. However, the registrations were made before the exhibition opened. The organisers did not claim that all thirty-five would actually appear on the day. They planned to check attendance separately at the entrance. The school’s report explained that ‘no fewer than’ emphasised the unexpectedly large registration count, while the exact number of people who worked would be known only after the event.

第4部|初見英文C(問29〜34)
A minimum number of responses(架空の学校資料)
A fictional student council wanted to conduct a survey about school lunch choices. Its plan required not fewer than forty completed responses before making a summary. On Monday the council had received thirty-two forms. It therefore needed eight more to meet the minimum. On Tuesday the team collected eleven additional completed forms, bringing the total to forty-three. The council had passed its minimum threshold, but the teacher warned that meeting a numeric target did not automatically make the sample representative of the whole school. The respondents had volunteered, and the class had not checked the distribution of year groups. The teacher asked the council to describe the minimum requirement as a rule, the forty-three forms as the observed count, and the representativeness issue as a remaining limitation.

第5部|初見英文D(問35〜40)
A short preparation time and a high cost(架空の学校資料)
A fictional media class compared two options for preparing exhibition signs. Option A required no more than fifteen minutes of preparation and cost 2,500 yen. Option B required forty minutes but cost only 1,000 yen. The students described Option A as fast but more expensive. A student claimed that Option A saved twenty-five minutes and also saved money. The first part of the claim was consistent with the figures; the second was not. Option A cost 1,500 yen more than Option B. The class chose Option B because the budget was limited, although the teacher reminded everyone that a shorter task does not by itself guarantee greater learning. The report separated time saved, money spent and the final choice.
