前置詞with・to・byを区別する
comply with、in accordance with、in line with はwith、adhere to はto、abide by はbyを使います。同じ「従う」でも英語の構造は異なるため、整序・和文英訳では後ろの前置詞を確かめてください。
整合性と実行・効果は同じではない
週4時間まで認める方針に対して週3時間の計画なら、時間の点では方針と整合します。しかし委員会が計画を正式に承認したか、授業が始まったか、読解力が上がったかは別に確認します。in line withを「実施された」「成功した」と訳してはいけません。
提出期限の遵守だけでは提出内容が正しいとは限らない
40件の申込書のうち32件が期限内に提出された場合、期限遵守は32件ですが、その32件の内容が正確かはまだ検証していないことがあります。提出、内容確認、参加資格、選考結果という段階を整理しましょう。

Fictional Application Procedure Review. A school distributed forty application forms for an optional research workshop. The published procedure required students to submit their forms by Friday. Thirty-two forms were submitted before the deadline, while eight were not. The office described the thirty-two timely submissions as compliant with the deadline. However, it had not yet checked the accuracy of every statement in those forms. An organiser warned that following the submission rule did not automatically mean that a student would be accepted. The final selection would take place after the details had been verified.

Fictional Study Club Proposal. A student club proposed three hours of independent reading activities each week. The school’s written policy permitted up to four hours. The proposal was therefore in line with the stated limit. It also included a plan to record attendance in accordance with the school’s procedure. Nevertheless, the committee had not yet approved the proposal, and no new sessions had taken place. One member claimed that following the rules meant that the project was already successful. The chair explained that alignment with a policy, formal approval and measurable educational results were separate matters.
