come to terms withは受け入れに時間がかかる場合が多い
Cambridge Dictionaryはcome to terms withを、つらい状況などを理解し徐々に受け入れる意味として説明しています。学校の変更や予想外の結果を扱う創作教材では、現実を認める過程を表す用法として使えます。『交渉して条件を決める』ことを意味するとは限りません。
受け入れることと賛成することは別
部活動の利用時間が週6時間から4時間に減った場合、生徒はその現実を受け止めて代替策を探せます。しかし時間短縮の政策を支持したとは限りません。come to terms with＝受容、support＝支持、cope with＝対処を別々に整理します。
合意は共同の意思決定
The parties came to an agreement. は複数の当事者が条件を話し合って合意したことです。come to terms with のtermsという語だけを見て「契約条件で合意する」と判断しないでください。
実施済みと未実施を確認する
二つのクラブが火曜日から週5時間の共用に合意しても、まだその曜日が来ていなければ、共同活動は未実施です。agreed / scheduled / started / completedの違いを本文から確認しましょう。

Fictional School Club Schedule Revision. A school club used a room for six hours each week. The school reduced the available time to four hours because another class also needed the room. At first, several members felt disappointed. Over the following week they gradually came to terms with the new arrangement, although they did not necessarily support the reduction. To cope with the lost two hours, the club moved two practice activities online. The report recorded the revised hours and the change in working method. It did not show that students’ learning outcomes remained unchanged or improved. Accepting a decision and finding practical ways to manage its effects were two different processes.

英文B｜Joint Study Agreement（慶英会独自・架空）
Fictional Joint Study Agreement. Representatives from two school clubs held three meetings to negotiate a shared timetable. Eight representatives attended the final meeting, and the clubs came to an agreement: joint sessions would start on Tuesday and use a shared study room for five hours each week. The secretary distinguished this agreement from the phrase come to terms with an unwanted decision. In the former case, the parties reached terms together through negotiation. However, the new schedule had not yet taken effect, so the report described an agreement, not sessions already completed. The school planned to evaluate attendance after the first month.
