be better offとhad betterの文法・意味の違い

had betterの後ろは動詞原形
You had better check the source. は正しいですが、had better to check と不定詞のtoは付けません。否定形は had better not check のようにnotを動詞原形の前に置きます。
be better offの後ろはdoingが一般的
We would be better off waiting. は、待つという選択を取った方が状況がよいという判断です。後ろは動名詞waitingが自然です。better off with the old timetable なら名詞句を続けます。
よりよい選択だと考えることと実行したことは別
新しい機材が27,000円、予算が24,000円で、学校の既存機器を無料で借りられるなら、借用案が妥当かもしれません。しかし「借りた方がよい」という判断だけでは、すでに借用・購入したとは分かりません。suggested / approved / obtained などの動詞を確認してください。
測定した指標だけについて評価する
平均作業時間が40分から30分になれば、差は10分です。ただし正確性や長期的な効果を調べていなければ、すべての面で新しい方法の方が優れているとまでは言えません。Stage5のCritical Writingでは評価項目と未測定の点を併記します。

Fictional Proofreading Method Trial. A class compared the average time required to check short essays under two procedures. Under the original procedure, the average was forty minutes; after introducing a revised checklist, it was thirty minutes. The teacher said, “We may be better off using the revised checklist, but we had better check the accuracy of the corrections before making a final decision.” The study measured completion time only. It did not assess the number of factual errors remaining in the essays, and no long-term results had been collected. The teacher therefore recommended a further test rather than declaring the new checklist superior in every respect.

Fictional Science Club Equipment Choice. A science club had a budget of 24,000 yen. A new measuring device cost 27,000 yen, which was 3,000 yen more than the available funds. The school could lend the club existing equipment at no charge for a short trial. The club chair said, “We would be better off borrowing the existing devices for now than buying the new one immediately.” The committee agreed that this was a sensible proposal, but the members had not yet decided whether to borrow or buy. There were also no data comparing the devices’ accuracy. The proposal described a possible better choice, not a completed purchase or a confirmed learning benefit.
