最初に結論｜禁止・許可・義務・任意は違う
must：You must attend the briefing.（説明会に出席する義務がある）。must not：You must not post photos without permission.（許可なく写真を投稿してはいけない）。may：You may use the library.（図書室を利用してよい）。do not have to：You do not have to bring a dictionary.（辞書の持参は必要ない）。また「提案」proposedと「承認済み」approvedを混同しないことも重要です。
意見文では、I think … because … で立場と理由を明確にし、For example, … で実例を示して、However, … で実施するための条件を残します。学校の規則は実際に認められたかを必ず確認し、提案だけで「すでにできる」と書かないようにしてください。
学習順序は①独自英文を読み、②時間・許可・義務を分類、③各10問を解く、④折りたたみ解答で根拠を確認、⑤自分の学校生活を題材に4文の意見文を書く、です。英文モデル以外も自然で資料の情報に一致すれば正解にできます。

In the fictional Brookside School, the library currently closes at 5:00 p.m. on weekdays. Students may read at open tables without registering. Groups who want a study room after 4:15 must register before 4:00 that day. Each group may reserve the room for thirty minutes. Food is not allowed, but students may bring water in closed bottles. They do not have to bring dictionaries because the library has some. The student council has proposed extending the library’s Tuesday hours to 5:30 for a two-week trial. However, the librarian has not approved the plan. The council will ask for feedback on Friday before announcing any change.

Students at fictional Pinebridge School may use school tablets during lessons when their teacher gives permission. Personal smartphones are not required for lessons because school tablets are provided. A committee is considering allowing fifteen minutes of tablet research after school in the library. Some students support the idea, but others worry that the library will become noisy. The committee will collect opinions next week, so the proposed rule is not in effect yet.

The request must be sent to the adviser, and it does not mean that the change is automatically approved. I think our school should offer a quiet study room after school. Some students may need time to study before going home. For example, the room could open for thirty minutes twice a week. However, the school should check whether it can supervise the room safely.

よくある質問
must notとdo not have toは同じですか？
違います。must notは禁止、do not have toは義務がないという意味です。You must not join.は参加禁止、You don’t have to join.は参加が任意となります。
提案しただけでルールが変わりますか？
変わりません。proposalは提案であり、学校の正式な承認が確認されるまで決定事項として書けません。

文法が自然で設問の情報と条件を正しく読み取ったうえで理由が説明されていれば別解も可能です。
