提案した人が必ずしも承認者や実行者ではありません。また、資料が完成しても承認・公開済みとは限らないため、文中の動詞と主語を対にして追います。

4手順で正確に読む

1. 固有名詞や登場人物を先に確認します。
2. それぞれの人物・グループに対応する動詞を見つけます。
3. 共通点と相違点、提案と承認、完了と未確認を混同しないようにします。
4. 英語で回答するときは、本文の根拠を一つずつ対応させます。

全てのwhileは「一方」なのですか？

いいえ。「〜している間に」という時間の意味でも使われます。文脈から判断してください。
