背景・導入誰が何を検討しているかusually / in the past / the goal
事実・数値実際に測定・実施した情報during a trial / recorded / from A to B
反論・留保数字だけでは分からないことnevertheless / did not measure / could not prove
改善案・結論次に何を確認・実行するかwill test / plans to / before deciding

例:library opening hours。
例:average visits / video submissions。

Paragraph 1:Many students in the town use a public library after school. The library’s study room usually closes at 5:00 p.m., and some students say they need a place to work after club activities. The manager is considering longer opening hours.

Paragraph 2:One concern is that the library has limited staff in the evening. Staff members must also clean the room and check that the building is secure. The manager therefore cannot simply promise to keep the library open until 8:00 p.m. every day.

Paragraph 3:During a four-week trial, the study room stayed open until 6:00 p.m. on Tuesdays and Thursdays. The number of recorded weekly visits rose from an average of 22 before the trial to 29 during it. Several visitors said they appreciated the extra time.

Paragraph 4:However, the library did not count how many different students used the room. It also did not measure examination results or the quality of students’ homework. An increase in recorded visits alone does not show that learning outcomes improved.

Paragraph 5:The manager will ask regular visitors and students who registered but never came for feedback. After reviewing staffing needs and the new responses, the library will decide whether to continue the trial. Longer hours are one possible solution, but the team wants evidence before making the change permanent.

Paragraph 1:At a school festival, many visitors buy drinks. The festival committee wanted to reduce disposable waste, so some students suggested using washable cups instead of paper cups. Other students worried that washing the cups might require extra water and energy.

Paragraph 2:The committee agreed that waste reduction was an important goal. However, it had to consider hygiene, the number of volunteers and the cost of washing equipment. A simple decision based only on the number of cups thrown away might ignore other effects.

Paragraph 3:During a small trial, one drink stand served 180 drinks in washable cups. Volunteers collected the cups and washed them in a designated area. The committee recorded how many cups were returned but did not record the total water or energy used for washing.

Paragraph 4:After the trial, some volunteers said that collecting and washing the cups had been more work than expected. Other volunteers thought the system could become easier with clearer signs. Because the trial was small and important measurements were missing, the committee could not conclude that the system had reduced the festival’s total environmental impact.

Paragraph 5:Next year, the committee may compare washable cups with disposable cups over the same period. It also plans to measure water and energy use and ask volunteers about workload. The goal is not to reject washable cups but to make a decision based on a wider set of evidence.

Paragraph 1:Three schools launched an English video exchange to help students introduce local traditions. The teachers hoped that preparing short videos would encourage students to practise speaking and learn about other communities.

Paragraph 2:At first, forty-eight students said they were interested. However, not everyone could easily make a video. Some students did not have a quiet place for recording, and others found it difficult to agree on a topic with their partners. The teachers realized that enthusiasm alone did not guarantee participation.

Paragraph 3:By the first deadline, twenty-six videos had been submitted. Some of these were group projects, so the number of submitted videos was not equal to the number of individual participants. The teachers required students to check English captions and obtain permission from anyone whose face appeared in the final video.

Paragraph 4:The organizers collected comments about the exchange, and some students said it was enjoyable. Nevertheless, the teachers had not tested speaking ability before or after the project. They could not claim that the exchange had improved fluency or speaking scores based on the comments alone.

Paragraph 5:For the next exchange, the teachers plan to offer planning meetings and a quiet recording room. They will also ask students who did not submit videos about the obstacles they faced. They may assess speaking skills separately so that participation and learning outcomes are not confused.

Paragraph 1:Students at Hillview School use two buses after class. The early bus leaves at 4:00 p.m., while the later bus leaves at 5:30. Some students suggested removing the early service because they wanted more time for club activities before leaving school.

Paragraph 2:However, other students explained that they needed the earlier bus to get home before dark or to reach another bus connection. The school could not assume that one group’s preference represented all students. Safety and travel distance were important considerations.

Paragraph 3:A voluntary survey received eighty responses. Fifty respondents preferred the later departure, twenty preferred the earlier one, and ten had no preference. The school did not know how many students who relied on the early bus had answered the survey. The responses therefore could not be treated as a complete picture of every commuter’s needs.

Paragraph 4:The school examined the number of recorded boardings for each service, but those counts did not explain why students chose particular buses. One student might have used a different bus on different days. The school also had not measured the effects of changing the service on late arrivals at home.

Paragraph 5:Instead of immediately removing the early bus, the school plans to test adjusted departure times for a short period while keeping both routes available. It will ask students about safety, connecting transport and club activities, then compare the feedback before deciding on a permanent timetable.
