結論｜4つの動詞の違いと語順
follow：道順や案内に沿って進む、説明に従う。Follow the arrows to the east gate.（矢印に従って東門へ進む）。obey：規則・命令などに従う。Obey the safety rules.（安全規則を守る）。observe：注意深く観察する、また「規則を順守する」の意味もある。Observe changes in temperature.（気温の変化を観察する）。
comply with：規則・法律・基準・指示などに従う、要求事項を満たす。The equipment must comply with safety standards.（器具は安全基準に適合しなければならない）。complianceは名詞。comply with＋名詞は前置詞withが重要で、comply the rulesとはしません。
follow rules・obey rules・observe rules・comply with rulesは文脈により重なります。その場合に語の意味だけで無理に正解を1つへ絞らず、前置詞・品詞・主語・対象によって判断しましょう。「観察した」と「規則に従った」はobserveの意味が別なので特に注意が必要です。

復習｜動詞の目的語・前置詞・意味を区別
道順・手順についてはfollow、命令・規則の順守はobey、観察はobserve、規定への適合はcomply withが典型的です。ただしfollow / obey / observe / comply with the rulesのように意味が重なる用法もあります。英文の主語や対象、前置詞と組み合わせで読みましょう。
長文では「規則に従ったのか」「何を観察したのか」「承認が確定したのか」を混同しないことが重要です。設備の点検と使用許可、バスの延べ乗車回数と利用者数を別に把握しましょう。誤答後は正答の英文根拠を自分の言葉で説明してください。
FAQ｜obeyとcomply withは同じですか？
どちらも規則などに従う場合に使えます。obeyは目的語を直接取り、comply withにはwithが必要です。complianceは名詞です。
