Q2. The school added more bike racks, but the number of students cycling remained unchanged.
The new racks alone were not enough to increase cycling.
Q3. A company allowed remote work twice a week, and office crowding fell.
Remote work likely reduced the number of employees present at the same time.
Q4. The museum lowered admission fees for students, and student attendance rose.

Better lighting may have made nighttime use feel safer or easier.

Reducing waiting time likely increased the time available for lunch.
Q11. The city planted trees along busy roads, but noise complaints did not fall.
Planting trees was not accompanied by a fall in noise complaints.
Q12. A library added digital books, and borrowing of printed books decreased slightly.
Some readers may have shifted from print to digital formats.
Q13. The company increased salaries, but employee turnover remained high.
The salary increase did not resolve the high employee turnover.
Q14. The city offered free bus passes to older residents, and car use among that group fell.
Some older residents may have replaced car trips with bus trips.
Q15. Students could watch recorded lessons repeatedly, and test scores improved most among those who reviewed them several times.
Repeated review may have contributed to better performance.
Q16. The park added exercise equipment, but usage rose only on weekends.

Simpler forms may have reduced barriers to completing applications.
Q18. A school banned phones during class, but students’ grades changed little.
Phone restrictions alone may not strongly affect academic performance.

The signs may have made information easier to understand.
Q20. A hospital introduced online appointments, but phone calls remained high.

Reduced meeting time may have freed time for focused work.
Q22. The city opened more cooling centers during summer, yet heat-related emergencies did not decline.

Q23. Schools offered free breakfast, and morning attendance improved.
Free breakfast may have contributed to improved morning attendance.

The library removed late fees, and overdue returns increased only slightly.
Q26. A company provided training, and productivity improved mainly among new employees.
The training may have been particularly helpful to new employees.

Daily practice was associated with the greatest improvement among the students using the tool.

Q29. The school added counseling hours, but few students used them until teachers explained the service in class.
