A town park published a monthly report describing its new evening opening trial. The headline said that recorded evening visits had increased from 240 in the previous month to 300 in the trial month. The summary described the increase as encouraging and suggested that the later opening time might have made the park more accessible. The accompanying table, however, was labeled Preliminary Visit Counts rather than Final Number of Visitors.

The table contained three entries: Before Trial, 240 recorded entries; During Trial, 300 recorded entries; and Survey Respondents, 45. A note immediately below it stated that the entry counter could record the same person more than once. It also explained that the two monthly figures did not cover identical numbers of evenings, because maintenance had closed one entrance during several evenings before the trial. The survey of 45 people was voluntary and included only people already in the park.

One local article interpreted the 300 entries as 300 distinct residents and described the trial as proven successful. The evaluation officer said neither interpretation was justified. The center could report a higher number of recorded entries, but it had not established the effect of longer hours on unique visitor numbers or the experiences of nonusers. The town plans to compare matched evenings and confirm the counter’s operation before any permanent schedule change.

Preliminary visit counts — Before Trial: 240 entries; During Trial: 300 entries; Survey Respondents: 45.

Note 1: The entry counter may record repeat visits by the same person.

Note 2: The two months had different numbers of comparable evenings because of maintenance closures.

Note 3: The voluntary questionnaire included only park visitors.

A school tested more efficient lighting in two classrooms. The first published summary reported that electricity use had fallen from 800 to 650 units in the comparison months. Some readers concluded that the new lamps had reduced energy use by exactly the difference. A diagram in the report, however, included a caption explaining that the second month also had fewer scheduled classes.

The table listed the following values: Earlier Month, 800 total units across 200 occupied classroom hours; Later Month, 650 total units across 130 occupied classroom hours. A note explained that these totals included all electricity recorded for the two rooms, not lighting electricity alone. Another note said that the figures were not adjusted for different classroom hours or other equipment. The school had not installed separate meters for the lamps.

A student divided each total by its occupied hours and found four units per occupied hour in the earlier month but five in the later month. The project leader said this simple ratio did not prove that the lamps were less efficient either, because the total also included other equipment and different patterns of use. The school therefore planned to measure lighting consumption separately, compare similar class periods, and account for installation costs. The report’s headline described a decrease in total monthly units, not a confirmed improvement in energy efficiency caused by the new lamps.

Earlier Month: 800 total electricity units; 200 occupied classroom hours.

Later Month: 650 total electricity units; 130 occupied classroom hours.

Note 1: Figures include all electricity for the rooms, not lighting alone.

Note 2: The totals were not adjusted for different classroom hours or other equipment.

A cultural center offered three short writing workshops and published a report on participant satisfaction. Its headline read: ‘Nine in Ten Respondents Would Recommend the Program.’ The manager was pleased by the positive figure, but an evaluation officer drew attention to the notes beneath the chart. Those notes explained exactly who had answered and what question had been asked.

The chart showed that 100 people registered and 80 attended at least one workshop. Of those attendees, 40 completed a voluntary questionnaire; 36 answered that they would recommend the program. The first note said the satisfaction item measured willingness to recommend, not improved writing skill. The second note stated that the survey had not reached people who registered but never attended. A third note said that some attendees did not complete the questionnaire, so their opinions were unknown.

One advertisement interpreted the headline to mean that ninety percent of all registered people had improved their writing. The officer corrected the advertisement: 36 out of 40 respondents equaled ninety percent, but this percentage did not describe the entire group of 100 registrants. Furthermore, no writing assessment had been conducted before and after the workshops. The center decided to repeat the survey with better coverage and consider a separate skills test before claiming educational impact.

Registered participants: 100.

Attended at least one workshop: 80.

Voluntary questionnaire respondents: 40; would recommend: 36.

Note 1: This question measured willingness to recommend, not writing improvement.

Note 2: Nonattenders were not surveyed. Note 3: Some attendees did not respond.
