merit提案・行動そのものの価値judge a proposal on its merits公平な内容評価

A regional government wanted to reduce household energy use. It introduced tax incentives for people who installed better insulation, hoping the policy would encourage action before winter. Officials predicted several benefits, including lower bills and improved indoor comfort. However, the program gave homeowners with sufficient savings an advantage over families who could not afford the initial installation cost. At a public meeting, researchers examined the merits of offering grants instead of tax reductions. They argued that the alternatives should be judged on their own merits rather than on which political party supported them. After the first year, the city offered a small reward to volunteers who had helped vulnerable residents complete applications. The evaluation found that the incentives had increased applications, but it did not yet establish the size of the long-term energy benefits. Officials stressed that incentives, rewards, competitive advantages and demonstrated benefits were different parts of the policy.

D1. What was designed as an incentive before people acted?

D2. Who might have a financial advantage under the program?

D3. For what completed activity did volunteers receive rewards?

D4. Did the evaluation prove the size of long-term energy savings?

A secondary school introduced a program intended to improve reading habits. Students who completed five books received small rewards, such as bookmarks and certificates. The school also offered incentives in the form of extra library access for students who joined voluntary reading groups. Teachers debated the merits of these approaches. Some believed rewards would make reading more attractive in the short term, while others worried that students might focus on completing books rather than understanding them. The program gave students who already read quickly an advantage in collecting certificates. On the other hand, some students benefited from quiet reading spaces without receiving any prizes. After one semester, reading-group attendance had increased, but the school had not confirmed a long-term improvement in comprehension. The principal therefore asked teachers to consider the advantages and disadvantages of the two approaches and distinguish participation from actual educational benefits.

D5. What did students receive after completing five books?

D6. What incentive encouraged students to join reading groups?

D7. Who had an advantage in earning certificates?

D8. Had the school confirmed long-term comprehension gains?

D1:Tax reductions for installing better insulation.

D2:Households that could afford the initial installation cost.

D3:Helping vulnerable residents apply for the program.

D4:No. The long-term energy benefits had not yet been established.

D5:Bookmarks and certificates as small rewards.

D6:Extra library access.

D7:Students who already read quickly.

D8:No. Increased attendance did not yet establish better long-term comprehension.

The program offered incentives to encourage applications, but its long-term benefits had not been established. The policy encouraged participation, while its long-term effects remained uncertain.
