安いことと費用対効果が高いことは別です。最も安価な印刷物でも寿命が短ければ長期費用は高くなる場合があります。また、人員・時間が十分なので実行可能な計画でも、今の予算で支払えるとは限りません。
worthの文法：worth readingとworthwhile
This museum is worth visiting. は worth + 動名詞 の形です。一方 The visit was worthwhile. はworthwhileを形容詞として用いています。It is worthwhile to visit the museum. という形も可能です。
