Paragraph 1:A fictional city planned to digitize documents held by its local archive. The first collection contained historical maps and council reports, but some records also included personal details about people who had never agreed to unrestricted publication. The staff wanted to provide wider access while protecting sensitive information. Not until an initial privacy review was completed did the archive begin releasing selected materials.
Paragraph 2:No sooner had the first set of documents appeared online than several researchers asked for access to related files. Some assumed that the entire collection had been approved, although the archive had announced only a limited release. In response, staff clarified that the remaining records could not be published until their contents had been examined. The archive also created a simple register explaining which files were openly available and which still required permission.
Paragraph 3:By the time the second review began, the archive had received useful feedback about unclear document descriptions. However, the number of downloads did not show whether users had correctly interpreted the historical evidence. The director therefore proposed including more contextual notes and testing whether different readers could distinguish an original record from a later interpretation.
Paragraph 4:The council supported another limited trial. Only if the revised safeguards proved workable would officials consider broader distribution. Even then, the proposal would require an evaluation of costs and the experience of researchers who could not access certain materials.
Q1. When did the archive begin releasing selected documents?
- (A) Before any privacy assessment.
- (B) After the initial privacy review had been completed.
- (C) Only after the council permanently approved every record.
- (D) Before staff identified any sensitive material.
Q2. What happened immediately after the first online release?
- (A) The archive permanently shut its website.
- (B) All remaining files became public.
- (C) The second review was completed instantly.
- (D) Researchers requested access to related files.
Q3. What did the archive learn before the second review?
- (A) Some document descriptions needed improvement.
- (B) The public had learned every historical fact correctly.
- (C) The download total proved the archive’s educational value.
- (D) All researchers were satisfied with access.
Q4. What was required before wider distribution could even be considered?
- (A) The complete abolition of privacy rules.
- (B) Proof that all documents were equally popular.
- (C) Evidence that the revised safeguards were workable.
- (D) A guarantee of zero operating costs.
Paragraph 1:A fictional education provider introduced weekend classes for adults returning to employment. Initial registration exceeded expectations, and organizers hoped to extend the program to nearby districts. However, instructors had not yet established whether the participants could apply their skills to unfamiliar tasks. The evaluation team insisted that the proposed expansion should remain under review until practical assessments had been completed.
Paragraph 2:Hardly had the first round of assessments begun when several technical problems interrupted the tests. Some participants were unable to access the software, while others had used devices that differed from those provided at the assessment center. The organizers postponed their conclusion rather than treat incomplete test scores as reliable evidence. They also created alternative arrangements for participants who could not attend at the originally scheduled time.
Paragraph 3:By the time the assessment process resumed, the center had replaced some equipment and clarified the instructions. Nevertheless, evaluators noted that students completing the tests might differ from those who had left the course earlier. The comparison therefore had to consider both measured skills and loss to follow-up. A higher number of course registrations did not necessarily mean that the program had produced a larger group of job-ready graduates.
Paragraph 4:The governing board agreed to continue the existing classes. Only after reliable outcome data became available would it decide whether the program should expand. That decision would also depend on accessibility and ongoing costs, not solely on test scores.
Q5. What prevented the center from making a conclusion during the first assessments?
- (A) All students had already completed the same tasks.
- (B) The board had permanently closed the courses.
- (C) Technical difficulties made the early test results incomplete.
- (D) The courses had no participants.
Q6. What had happened by the time assessments resumed?
- (A) Some equipment had been replaced and instructions clarified.
- (B) All participants had found new jobs.
- (C) The program had expanded permanently.
- (D) Every student who left had returned.
Q7. What additional problem did evaluators identify?
- (A) The software had never been used in any class.
- (B) The old timetable was shorter than the new one.
- (C) Every test score was proven false.
- (D) People completing the assessments might differ from those who withdrew.
Q8. What did the board decide about expansion?
- (A) Expand immediately because registrations increased.
- (B) Decide only after reliable results were available, while considering costs and access.
- (C) Reject every future expansion permanently.
- (D) Approve the program regardless of test performance.

No soonerの後はwhenですか?
標準的にはNo sooner … than …です。Hardly / Scarcely … when …
Not until Friday did the center open. The center did not open until Friday.
