結論:英検1級の経済・金融・社会政策の長文で押さえたい3語は、asymmetric information(情報の非対称性)・adverse selection(逆選択)・moral hazard(モラルハザード)です。

Original reading: An insurer sets a single premium because it cannot easily observe differences in applicants’ expected medical expenses. People who anticipate higher costs may have stronger reasons to purchase the policy. If the insurer cannot estimate the risk mix accurately, the price may not reflect the group of people who enroll.

  • Q4. adverse selection

Original reading: After buying insurance against equipment theft, a shop owner may have less financial reason to invest in locks. However, this change is not inevitable: the owner may still want to avoid disruption, higher future premiums and inconvenience. The insurer cannot observe every preventive action and considers incentives for continued precautions.

  • Q8. moral hazard

Original reading: A buyer cannot test how long a used machine will operate after purchase. Sellers know more about maintenance histories than potential buyers do. Because buyers struggle to distinguish high-quality from poor-quality equipment, they may offer a cautious price. Owners of reliable machines could then withdraw from the market.

Case 4|融資審査と融資後の選択(before and after)

Original reading: A lender cannot fully observe an applicant’s existing business risks before approving a loan. After receiving funds, the borrower can also choose projects whose risks the lender cannot continuously monitor. The first problem concerns whom to finance; the second concerns what the borrower does with the money.

Original reading: Employers searching for technical staff cannot directly observe every applicant’s capabilities. Training certificates may offer useful signals, but certificates vary in assessment quality. A firm could combine documentary evidence with a work-sample test. Neither measure would be perfect, so it plans to compare both with later job performance.

  • Q26. certificate

Original reading: A company expects that a government may help it after a major financial loss. If managers believe others will bear much of the downside, they could choose riskier projects than they otherwise would. Nevertheless, assistance does not automatically cause excessive risk: oversight and conditions attached to support can influence behavior.

  • Adverse selection concerns hidden characteristics before a transaction.(逆選択は取引前に隠れた特性。)
  • Moral hazard concerns incentives and behavior after protection or funding is provided.(モラルハザードは保障・資金提供後の誘因と行動。)
  • These problems may coexist in the same contractual relationship.(両問題は同じ契約で併存し得る。)
  • A certificate may reduce uncertainty but does not eliminate it.(証明書は不確実性を減らすが消しはしない。)
  • Screening can improve decisions if the information is relevant and reliable.(関連性・信頼性のある審査が有効。)
  • Monitoring may limit risky behavior, but it also imposes costs.(監視には費用がかかる。)
  • The existence of insurance does not prove that individuals behave recklessly.(加入=無謀の証拠ではない。)
  • A balanced policy should account for access, fairness and administrative burden.(アクセス・公平・運用負担を考慮。)

Should governments rescue companies in financial trouble?

Independent example: Government support can sometimes prevent wider damage to workers and communities. However, unconditional rescue packages may weaken incentives for prudent risk management if companies expect taxpayers to bear their losses. Assistance should therefore be transparent, limited and tied to accountability measures. It is also important to distinguish a sudden external shock from losses caused by poor decisions.

Q. moral hazard
