Original passage: A factory produces affordable building materials, but nearby residents experience noise and dust. The company pays for machinery and labor, yet some health and cleaning costs fall on the neighborhood. If these costs are not reflected in the factory’s decisions, producing one more unit may impose harm on people who are not parties to the sale.

Original passage: A small laboratory develops an open technique that other researchers can improve. The laboratory pays for the early experiments, while schools and companies later benefit from related discoveries. These gains may exceed the revenue that the original team can earn. Because some benefits spill over to others, private investors might fund less research than society would prefer.

  • Q9. positive externality

Original passage: Once installed, a streetlight can illuminate a road for many pedestrians at the same time. It is difficult to charge each person for the light, and one additional passerby normally does not prevent others from benefiting. Nevertheless, installation and maintenance still cost money. A city may therefore finance lighting collectively rather than sell each person a separate unit of light.

  • Q16. free-rider problem

Original passage: Fishing boats operate in a coastal area where restricting access is difficult. Fish caught by one boat are no longer available to others. Unlike street lighting, the resource becomes scarcer as more people take it. Without coordinated rules, each boat has an incentive to catch more before others do.

  • Q20. rivalry

Original passage: Volunteers collect and verify information about evacuation routes after a storm. Once released, the information can help many households, including people who did not pay for collection. Yet volunteers must invest time, equipment and training. If each household waits for another to fund the effort, too little reliable information may be produced.

  • Q27. nonrival

Original passage: A vaccination program may protect the person receiving a vaccine and also reduce transmission within a community, depending on the disease and vaccine. Individuals do not necessarily account for all these wider benefits when deciding whether to participate. Public health officials therefore consider community-level outcomes in addition to private benefits.

『The firm’s private costs exclude harms borne by nearby residents, creating a gap between market price and social cost.』

Practice topic: Should governments intervene when markets fail to protect public interests?

Model paragraph: Government intervention can be justified when private decisions impose substantial costs on people who are not involved in a transaction. For example, a business may earn revenue while nearby residents bear the consequences of pollution. However, an intervention should not be judged solely by its stated objective. Policymakers must also assess administrative costs, fairness and the risk of unintended consequences. Where reliable evidence supports action, clear standards or targeted incentives may help align private behavior with broader social interests.

Q1. Should companies be responsible for environmental costs they impose on communities?

Example answer: Generally, yes. If a company creates measurable harm that falls on nearby residents, it should have incentives to reduce that harm. However, the rules must be transparent and based on evidence, so the costs are assessed fairly.

Q2. Why might public goods be undersupplied?

Example answer: Because people may benefit even if they do not pay individually, private providers can struggle to recover their costs. Public funding or cooperation can therefore be necessary in some cases.

Q3. Are all publicly funded services public goods?

Example answer: No. A service can be publicly funded without being nonrivalrous or nonexcludable. The economic definition concerns the nature of consumption, not simply who pays the bill.
