結論:英検1級の英文要約・英作文・二次面接で、equality(同一の扱い・平等)とequity(状況による不利益を踏まえた公正さ)を混同すると、議論の論点がずれます。
Original reading: A school provided every student with the same online homework. However, some students shared one device with several family members, while others had a quiet room and a reliable connection. Teachers proposed lending devices and offering printed alternatives. The goal was not to guarantee identical grades but to reduce avoidable barriers to participation.
Original reading: A health service offered the same number of appointments at every clinic. Yet residents of remote villages often spent hours traveling to the nearest facility. Planners considered mobile clinics and flexible appointment times. They wanted to compare who could actually receive care, not merely how many appointment slots were advertised.
- Q8. mobile clinics
Original reading: A museum released the same lecture video to all visitors. Visitors with hearing difficulties reported that they could not follow it without captions. Others preferred transcripts because they needed to review unfamiliar terminology. The museum added accurate captions and a text version, then sought feedback on whether visitors could understand the material.
Original reading: An examination board required all candidates to demonstrate the same academic skills. Candidates with documented disabilities could request adjustments to the testing environment when appropriate. The board emphasized that adjustments should reduce unrelated barriers without changing the skills being assessed. It reviewed requests individually rather than promising one solution for every applicant.
- Q17. adjustments
Original reading: A scholarship program originally selected students solely by test scores. A review found that some applicants had limited opportunities to attend advanced classes. The committee debated whether to consider both academic readiness and the resources available to students. Members agreed that any new criteria must be transparent and regularly evaluated.
Original reading: A company used one interview format for every applicant. Candidates with strong practical skills sometimes struggled when questions were vague or unrelated to the job. The company considered structured questions and work-sample tests. Managers planned to check whether the new process predicted job performance better across different applicant groups.
- Q29. fairness
Original reading: A city announced that the same bus timetable would be available to all residents. People using wheelchairs explained that some stops lacked accessible boarding areas, while older passengers noted that long walks to stops were difficult. The city surveyed actual journeys before deciding which physical improvements to prioritize.
Original reading: Emergency alerts were published in a single language. Some residents who did not read that language fluently relied on neighbors to explain evacuation instructions. The city tested multilingual text and simple visual guides. It also checked whether people understood the warnings quickly enough to make decisions, rather than merely counting how many messages were sent.
- Q39. fair access

Practice topic:Should public institutions provide different kinds of support according to people’s circumstances?
Original model paragraph:Public institutions should maintain transparent standards while responding to barriers that prevent people from participating on fair terms. Treating everyone identically may appear neutral, but it can overlook differences in access to transport, technology or information. Targeted support is justified when it addresses a clearly identified obstacle without changing the underlying purpose of a service. At the same time, such support should be evaluated carefully to avoid arbitrary decisions or unnecessary administrative costs. Fairness requires both consistent principles and evidence about their practical effects.

Does equal treatment always lead to fair outcomes?
Answer:Not necessarily. Equal treatment can be important, but people may face very different barriers to using the same service. Institutions should identify avoidable obstacles and evaluate targeted support without abandoning clear standards.
Should fairness be measured only by results?
Answer:No. Outcomes matter, but a fair assessment should also examine opportunities, procedures and individual circumstances. Different results do not automatically prove that a process was unfair.
Q. equity
