Original reading: Program A costs 1.2 million yen and supports 60 students who complete an assessment. Program B costs 900,000 yen and supports 30 students under the same completion standard. Both aim to provide comparable support.
Original reading: Water-repair Plan A costs 3 million yen and is projected to prevent 60 hours of service interruption. Plan B costs 2.8 million yen and is projected to prevent 35 hours. These are forecasts, not verified outcomes.
Original reading: Project C has estimated monetary benefits of 5 million yen and costs of 4 million yen. Project D has estimated benefits of 3 million yen and costs of 2 million yen. Both estimates exclude some nonmonetary community effects.
Original reading: A library extended its opening hours. Staff reported a rise in visits, but the library did not yet know whether students gained skills or whether workers could reach information more easily. A review proposed measuring different outcomes before continuing the program.
Original reading: Alert system A reaches 10,000 phones at a low cost. System B reaches fewer phones but provides translations and accessible formats. Officials cannot assume that a delivered warning has been understood or acted upon. They plan a test of timely comprehension and response.
Original reading: A district considers spending money on an educational app. The budget could instead finance teacher training or additional reading materials. Decision-makers should compare not only the app’s purchase price but also training, maintenance and what must be forgone.
- Q23. opportunity cost
Original reading: An office replaces its lighting with more efficient equipment. Energy consumption per hour decreases, but total use also depends on how many rooms are lit and how long the system operates. A fair evaluation compares costs and savings over a relevant period.
(CEA versus CBA)
Original reading: An agency compares two strategies for reducing waste. One analysis estimates cost per tonne avoided without assigning a monetary value to every benefit. Another analysis converts major costs and benefits into currency to estimate net social benefit. The methods answer related but different questions.

- A policy should be judged by outcomes rather than the number of activities conducted.
- Lower costs do not always indicate greater value when the outcomes differ.
- A cost-effectiveness comparison requires clearly defined and comparable outcome measures.
- Cost-benefit analysis can incorporate major effects expressed in monetary terms.
- Some important impacts may be difficult to monetize.
- Projected savings should not be presented as verified results.
- The opportunity cost of spending is the value of the best alternative forgone.
- Distributional fairness and implementation costs should also be considered.
Are cost-effective policies always fair?
Example answer: Not always. A program may achieve a low average cost per participant while failing to reach people with the greatest needs. Cost-effectiveness is useful, but policymakers should also examine access, the quality of outcomes and the distribution of benefits and burdens. A balanced decision considers both efficiency and fairness.
Q. cost-benefit analysis
