The effectiveness of these measures depends …

The proposals that the council considers feasible require further discussion. なら、the council considersとThe proposals requireが別々の組です。

  • 主語の中心を囲む:the effectiveness、Each、The number、Providing clear instructionsなど。
  • 修飾語をいったん外す:of these measures、from several studies、together with its documentsなど。
  • 動詞の形を確認:三人称単数現在の-sだけでなくis/are、has/have、does/doも点検する。

一方、be動詞のwas/wereには区別があります。またThe policy can reduce costs.

1.of・from・withの後ろに複数名詞がある

The impact of these regulations is difficult to predict. The effects of this restriction are uncertain.

2.each・every・oneと、後置のeach

Each of the proposals offers an alternative. とThe proposals each offer an alternative.

3.the number of・a number of・割合

The number of complaints has fallen. A number of residents have complained. Half of the funding is available. とHalf of the vehicles are available.

The report that the researchers are revising is incomplete. の主節はreport is、関係節はresearchers are revisingです。 Residents whose access to transport is limited face additional costs.

5.andとas well asを区別する

A policy and its implementation plan need review. A policy, together with its implementation plan, needs review.

6.動名詞句・that節・whether節・there構文

Providing reliable information takes time. Whether the plan succeeds depends on local cooperation. there構文はThere are several problems. / There is little evidence.

TOPIC:Should local governments maintain telephone access to essential public services?

Local governments should maintain telephone access to essential public services alongside digital channels. Such access protects equal participation, helps resolve complex cases, and makes public systems more resilient.

First, the availability of online forms does not guarantee that every resident can use them. A lack of suitable equipment, confidence, or accessible software prevents some people from completing essential procedures. A telephone option offers another route, allowing residents to request assistance without depending entirely on relatives or private intermediaries.

Second, some applications involve circumstances that standard menus cannot adequately describe. Each of these cases requires a clear explanation, and trained staff can identify missing information through conversation. This process does not eliminate the need for written records. Instead, it helps applicants understand which documents they must provide and why those documents matter.

Third, retaining more than one communication channel reduces dependence on a single system. When a website becomes unavailable, a separate telephone service can explain alternative procedures and prevent unnecessary journeys. Its usefulness depends on staffing and technical arrangements, so governments should test these arrangements rather than merely advertise a number.

Maintaining telephone access has costs, but these costs should be weighed against the consequences of exclusion and failed applications. A service that combines efficient digital processing with reliable human assistance is better positioned to serve residents with different needs.

  • the availability … does:formsではなくavailabilityが中心。
  • Each of these cases requires:casesにつられずeachに合わせる。
  • A service that combines … is:関係節と主節で、それぞれ単数serviceを確認。

TOPIC:Should cities evaluate new public programs before expanding them?

Cities should evaluate new public programs before expanding them. Careful evaluation improves the use of limited resources, reveals unequal effects, and strengthens public accountability without requiring every decision to be postponed indefinitely.

First, the number of people using a service is not a complete measure of its value. Operating costs and maintenance requirements also influence whether the program can continue. A review that examines these factors helps officials compare expansion with other ways of meeting the same need. This comparison can prevent an attractive pilot from absorbing resources needed elsewhere.

Second, average results may conceal important differences among residents. A number of participants may benefit while others face barriers to access. Each group has circumstances that deserve attention, and information from unsuccessful applicants is especially valuable. Identifying these barriers allows a city to adjust the service before a larger population depends on it.

Third, public evaluation creates a record of what officials expected and what actually happened. The publication of both achievements and limitations makes later decisions easier to examine. Residents who understand the reasons for a change are also better able to contribute useful feedback.

Evaluation itself requires time and money, so its scale should match the importance of the decision. Nevertheless, a proportionate review provides a sounder basis for expansion than enthusiasm alone. It supports improvement while making uncertainty visible.

  • Operating costs and maintenance requirements … influence:andで結ぶ複数の主語。
  • A number of participants may benefit:a number ofは複数。
  • The publication … makes:achievements and limitationsはof以下。
  • Residents who understand … are:複数residentsに対して関係節understandと主節areを確認。

The policy reduces … に対して、過去ならThe policy reduced …、助動詞付きならThe policy may reduce … です。has/have、is/are、was/wereなどは、それぞれの形も確認します。
