結論

3. if notは前の内容を受ける：Can you join on Friday? If not, please tell me.＝金曜に参加できないなら知らせて。
4. otherwiseは「ほかの点では」の意味もある：The plan is expensive but otherwise practical.＝高価だがその他の点では実用的。

If not, prepare the library as an alternative.’ The club then sent a message asking members to reply promptly, or else their preferred task might be assigned to someone else. They found that the hall was bright but otherwise difficult to use because the entrance was narrow. In the end, they selected the library after checking the conditions.
