Two Learning Centers:

A town had two learning centers that shared a small annual budget for books and devices. Center A served eighty regular users, while Center B served forty. A proposed equal allocation would give each center the same amount of money. This would be simple to explain, but some members of the council argued that it would overlook the larger number of users at A. A second plan would divide the budget in proportion to regular user counts, giving A twice as much as B. Staff from B replied that their center was farther from public transport and needed a specialized reading device for visitors with visual difficulties. They argued that an equitable allocation should also take such needs into account. The council reviewed the proposals but did not immediately choose one. It asked both centers for information about existing devices, travel barriers, and how many people would benefit from each new purchase. The discussion showed that equal, proportional, and equitable were not identical principles. The council agreed to publish its criteria before making a final decision so that residents could understand the reasons for the allocation.

問15. How many regular users did Center A serve?

問16. What would the equal allocation give the centers?

問17. Under proportional allocation based on user counts, how much would A receive relative to B?

問18. What special need did Center B identify?

問19. Did the council choose a final allocation immediately?

問20. What did the council promise to publish?

20:The criteria for its allocation decision.
