英作文で「〜かどうか」を書く場合、I do not know whether the plan will work. は自然です。if も多くの場面で使用できますが、whether to do や whether or not、前置詞の後では whether の方が適切です。一方、条件の「もし〜なら」を表す if と混同してはいけません。

- whether / if＋主語＋動詞は間接疑問の『〜かどうか』を表せる。
- whether to do / whether or not / after a preposition は whether が基本。
- if＋現在形, will … は未来の条件の『もし〜なら』。意味が異なる。
- 不明な判断を、本文にない確定した判断や実施済みの事実に変えない。

改善：
The school has not decided whether to open the room.
和訳：学校は部屋を開けるかどうかまだ決めていない。 理由：whether to do が標準的です。if to do は避けます。

if と whether は全部置換できますか。
多くの間接疑問では両方可能ですが、whether to、不定詞、前置詞の後などでは whether を選びます。
whether or not は必ず併記すべきですか。
いいえ。二択を強調する場面で便利ですが、単に whether だけでも十分な場合があります。
