結論｜助動詞＋be＋過去分詞で「〜されなければ」「〜できる」
must be returnedは「返却されなければならない」、can be usedは「使用できる」、should be protectedは「守られるべき」、may be canceledは「中止される可能性がある」です。助動詞の後は動詞原形be、その後は過去分詞returned / used / protected / canceledを置きます。

4つの助動詞と受動態を比較
- must be＋過去分詞：Books must be returned.（返却義務）
- can be＋過去分詞：The room can be used.（利用可能）
- should be＋過去分詞：Nature should be protected.（保護するべき）
- may be＋過去分詞：The event may be canceled.（中止の可能性）
- will be＋過去分詞：The building will be repaired.（今後修理される）
- cannot be＋過去分詞：The equipment cannot be used today.（今日は使えない）
能動文と受動文では主語を取り違えない
Students must return the books.は生徒が返却する能動文です。The books must be returned by Friday.では本が返される対象として主語になっています。どちらも似た状況を説明できますが、主語と動詞の形が変わります。
must not beとdon’t have to beも異なる
The equipment must not be touched.なら「その機材に触れてはいけない」という禁止です。The equipment does not have to be moved.なら「移動する必要はない」という不要の意味です。禁止と不要を混同しないことは、準2級の施設利用案内を読む上で重要です。
can beとmay beの意味に注意する
The room can be used.は利用できる能力・許可・可能性を示します。The room may be used.も許可を表す文脈があり、両者は常に排他的ではありません。一方The event may be canceled.は中止される可能性を表す自然な文です。問題では助動詞の語法を文脈で判断します。
