Passage 1: A Shared School Garden
A group of schools established a shared vegetable garden on land next to a community center. The organizers expected students to learn about growing food while working with older volunteers. The first planting season attracted considerable interest. However, the project quickly discovered that enthusiasm did not guarantee regular attendance. (19). When examinations approached, some groups could no longer visit the garden at their assigned times.
In response, the organizers introduced rotating responsibilities and prepared simple written instructions for routine tasks. They also asked volunteers to record when plants were watered and what problems appeared. (20). The records allowed groups arriving on different days to understand what earlier visitors had done, reducing the risk that important work would be forgotten or repeated unnecessarily.
After a year, the schools were pleased with the garden, but they did not judge its success only by the weight of vegetables harvested. Some students had become more willing to discuss science, while others appreciated meeting people from different generations. (21). The organizers decided to examine both learning experiences and the effort required to keep the garden running before proposing similar sites elsewhere.
問19. (A) The vegetable harvest had already doubled at every school. (B) All students were therefore required to stay in the garden overnight. (C) No school timetable was needed because volunteers worked alone. (D) Participation had to compete with other school commitments.
問20. (A) These records helped provide continuity between groups. (B) As a result, the garden stopped requiring any maintenance. (C) The notes proved that every plant was healthy. (D) It became unnecessary to share responsibilities.
問21. (A) Only the amount of food produced could show whether the garden mattered. (B) The project appeared to have educational and social effects beyond production. (C) All schools immediately decided to close the garden. (D) The organizers ignored student feedback.

Passage 2: Repairing Old Maps Digitally
A local archive scanned several old town maps to make them accessible to researchers and visitors. Some maps had torn edges or faded writing. Digital processing could make certain features easier to view, but staff worried that an edited image might look more complete than the original document. (22). They wanted visitors to see when a missing section had been reconstructed rather than assume that it was part of the surviving map.
The archive introduced a system in which users could switch between the original scan and an edited version. Each reconstruction included notes explaining what evidence the staff had used. The project initially seemed straightforward, but another challenge soon appeared. (23). Certain place names had changed over time, so the staff consulted other records before linking a historical label to a modern location.
The archive eventually published the scans with a searchable index. Rather than claiming that the work had eliminated every uncertainty, its curators presented both confirmed details and questions that remained unresolved. (24). They hoped the collection would help people investigate local history while remaining aware of the limits of digital restoration.
問22. (A) The archive therefore discarded every damaged map. (B) Historical maps were always perfectly preserved. (C) The distinction between original evidence and added interpretation was essential. (D) The edited versions no longer required any review.
問23. (A) The town had never used any place names. (B) A scanned map could always be interpreted without context. (C) Every map had been drawn by one artist. (D) The text on a map could be difficult to match to present-day geography.
問24. (A) Making uncertainty visible was part of presenting the records responsibly. (B) The curators therefore hid all unresolved questions. (C) A searchable index meant that no research would ever be necessary. (D) The archive concluded that digital tools had no value.
Passage A: Passage A — Public Bicycle Repair Stations
A town council installed three bicycle repair stations near public parks. Each station provided a pump and a small selection of tools that visitors could use without charge. The council hoped that making basic repairs more convenient would encourage short bicycle trips and reduce the need for residents to drive to a commercial repair shop for minor problems. During the first two months, the equipment was used frequently, and several cyclists said the stations had helped them continue journeys that might otherwise have been interrupted.
However, the project had difficulties that were not obvious from usage figures. Tools sometimes went missing, while pumps were damaged when used incorrectly. Some riders also attempted complicated repairs that they were not qualified to perform. The council added clear safety instructions and emphasized that the stations were intended only for simple maintenance. It arranged regular inspections and displayed contact information so that users could report broken equipment. Those changes increased running costs, but officials believed that neglecting maintenance would make the service unreliable.
After the trial period, the council considered installing additional stations. Instead of focusing only on how many people had used the existing sites, it examined their distribution across the town. A station near a popular park served many users, but some residents living on the outskirts had no easy access to any station. Officials also asked local repair businesses whether the public facilities affected their work. The council concluded that providing useful equipment required more than purchasing tools: continued maintenance, clear limits on use, and reasonable access were equally important.
問25. What was one aim of providing free repair stations?
(A) To encourage residents to replace bicycles more frequently. (B) To prohibit the use of private repair shops. (C) To make every cyclist perform complex repairs. (D) To make minor bicycle maintenance more convenient.
問26. What problem increased the cost of running the service?
(A) The need for inspections and the replacement or repair of equipment. (B) An immediate decline in the number of cyclists. (C) A rule requiring the stations to sell new bicycles. (D) The removal of every station near a park.
問27. Why did the council consider the stations’ locations?
(A) All neighborhoods had identical access. (B) Some residents were poorly served even though popular sites had many users. (C) The council wanted to stop cycling outside parks. (D) Local businesses had requested that no repairs be allowed.
Passage B: Passage B — Accessible Digital Public Records
A local government planned to make decades of public meeting records available on a searchable website. The papers included decisions about roads, schools, and community facilities, but many older documents could be consulted only in person. Supporters argued that digital access would help residents understand how policies had developed and allow teachers and researchers to investigate local history more efficiently. The government began scanning the records and building a system for searching their text.
An early demonstration revealed several limitations. Some documents were handwritten, and the software used to recognize text made mistakes when letters were unclear. In addition, a number of files included names and contact details that should not be distributed without review. Administrators realized that putting a document online was not the same as making its contents reliable and appropriate for public use. They created a process in which staff checked difficult scans and examined whether sensitive information needed to be withheld. This slowed publication but was intended to protect both accuracy and privacy.
The project also raised questions about accessibility. Residents with older devices or limited internet connections sometimes struggled to open large files, while visually impaired users had difficulty navigating pages that consisted only of images. The team responded by testing smaller file formats, adding properly structured text where possible, and improving navigation by date and subject. Local libraries offered help to people who wanted to search the records but did not have suitable equipment at home. These measures required additional work beyond the initial scanning, yet officials believed that an archive served little purpose if large groups could not use it.
After the first collection was released, the government measured more than the number of website visits. It looked at whether searches led people to useful information, how frequently errors were reported, and which groups still needed assistance. The project leaders acknowledged that digital publication alone could not guarantee transparency. They concluded that public access depended on accurate records, appropriate privacy protections, accessible design, and continuing support for users.
問28. Why did the local government begin the archive project?
(A) To replace every existing law with a new one. (B) To prevent researchers from using historical documents. (C) To make older public records easier to search and consult. (D) To require residents to visit government offices more often.
問29. What problem was identified during the early demonstration?
(A) Handwritten records were always perfectly recognized. (B) Text recognition errors and sensitive information required review. (C) The government had no documents about public facilities. (D) All records had been written in a digital format.
問30. What measures were introduced to improve accessibility?
(A) Larger image files without text. (B) A complete ban on library assistance. (C) A requirement to use only new computers. (D) Smaller files, structured text, better navigation, and library support.
問31. What did the project leaders conclude about transparency?
(A) Publishing files online was insufficient without accuracy, privacy and usability. (B) The number of website visits was the only meaningful result. (C) Privacy reviews should never take place. (D) Digital records automatically solve every access problem.

Passage A — Public Bicycle Repair Stations|
(D) To make minor bicycle maintenance more convenient.
(A) The need for inspections and the replacement or repair of equipment.
(B) Some residents were poorly served even though popular sites had many users.
Passage B — Accessible Digital Public Records|
(C) To make older public records easier to search and consult.
問29 正答(B) Text recognition errors and sensitive information required review.
問30 正答(D) Smaller files, structured text, better navigation, and library support.
(A) Publishing files online was insufficient without accuracy, privacy and usability.
