独自長文1|住民参加型予算の投票結果は公平か(約259語)
英文・第1段落
In the fictional city of Bellport, local officials set aside a small portion of their public budget for projects suggested by residents. Proposals included improving a playground, replacing lighting on a busy footpath, and adding benches near a clinic. The city invited citizens to rank the proposals through an online ballot, hoping to make spending decisions more transparent. The first vote attracted many responses, and the playground received the highest number of votes. Some officials saw this result as sufficient evidence that the playground should be built immediately.
英文・第2段落
However, community workers raised questions about participation. Residents with reliable internet access had found voting easy, while some older people and people working irregular hours had not heard about the ballot. The playground proposal had also been widely promoted by a local sports club. These facts did not mean the vote was meaningless, but they suggested that voter turnout could reflect access to information as well as the strength of public support. The city therefore arranged a second consultation at libraries and community centers, where staff could explain the options in person.
英文・第3段落
After reviewing both rounds of feedback, officials chose to fund the playground improvements and to reserve money for urgent repairs to the footpath lighting. They explained that the budget could not cover every proposal and published the reasons for their decisions. The process did not satisfy everyone, but it made the trade-offs more visible. The city concluded that participation can improve public decisions only when the methods for gathering opinions are accessible and the final choices are explained clearly.

独自長文2|大雨に備えるレインガーデン(約244語)
英文・第1段落
During heavy rain, water can flow rapidly across paved streets instead of soaking into the ground. A fictional municipality proposed building several rain gardens, which are planted areas designed to collect and temporarily hold some runoff. The plan was part of a broader effort to manage stormwater around a shopping district. Supporters argued that adding suitable green spaces could provide both practical water management and more pleasant streets. They were careful, however, not to suggest that small gardens would prevent every kind of flood.
英文・第2段落
Engineers investigated where water gathered during storms and whether the soil at proposed sites would allow sufficient drainage. A few shop owners worried that construction would temporarily reduce parking and access for deliveries. Others asked who would remove sediment and care for plants after the gardens were built. The municipality proposed beginning with two small sites and measuring how they performed during different rainfall events. It also considered signs explaining that some rainwater would still have to enter ordinary drainage systems.
英文・第3段落
The first pilot showed that water collected in the gardens during several storms, but officials avoided drawing conclusions from a limited number of observations. They wanted to compare maintenance costs and performance over a longer period, including exceptionally heavy rain. The municipality also planned to consult business owners before expanding construction. Its report emphasized that stormwater management relies on several measures working together; a visible green feature should not be treated as a substitute for an entire drainage network.

独自長文3|移動しやすい街をつくる交通案内(約240語)
英文・第1段落
A fictional city planned to redesign the route between its central railway station and a public hospital. The existing path included uneven pavement, an unclear crossing, and signs that were difficult to read from a distance. Officials hoped that clearer information and safer walking conditions would help residents reach medical services. At first, the planning team used an online map to identify the shortest route, but a disability-rights organization warned that the shortest distance was not necessarily the easiest journey for every traveler.
英文・第2段落
Some people using wheelchairs needed routes without steps, while others preferred quieter crossings or benches where they could rest. Parents with young children also described difficulties with narrow sections of the path. The city invited different users to test two proposed routes and record obstacles. However, a participant’s comments about one journey might reflect temporary construction or unusually heavy traffic. Planners therefore compared the reports across multiple days rather than treating a single observation as a final assessment.
英文・第3段落
The city eventually chose to improve a slightly longer path that could serve more types of travelers. Its plan included repairing surfaces, adding signs with readable lettering, and publishing information about accessible entrances. Officials continued to monitor maintenance needs and asked residents to report changes. They did not claim that the redesign removed every barrier in the city. Instead, they presented it as one improvement in an ongoing process of making public transport and essential services easier to use.
