A regional council introduced a small-bus service to help people reach hospitals and shops. The initiative was adopted not because the existing buses were completely unused, but because some residents found their routes difficult to access. During the trial, the number of vehicles operating each day decreased. A local official described this as proof that the service had solved the town’s transport problems. Researchers disagreed. Lower operating costs did not necessarily mean that people could reach appointments more easily. Not every household could book a minibus through the new online system, and some passengers needed a reliable return journey. The council therefore kept telephone bookings and reviewed waiting times. Officials concluded that the main issue was not so much the number of buses as whether residents could travel when necessary. They planned to evaluate actual accessibility rather than claim success from a single cost figure.
D1. Why was the new minibus service introduced?
D2. What did lower costs not necessarily prove?
D3. Did every household have access to online booking?
D4. What did officials view as more important than vehicle counts?
A group of schools developed a shared bank of original reading worksheets. The bank was launched not because teachers lacked ideas, but because they wanted to reduce repeated preparation and make exercises easier to find. During the first month, downloads increased rapidly. Some administrators announced that the new system had improved every pupil’s reading ability. The project team rejected that statement. Not all downloaded worksheets were used in class, and usage numbers did not necessarily reflect learning gains. Teachers reported that certain exercises required adaptation for students with different reading levels. Instead of treating the most popular file as the best resource for everyone, the team added clearer descriptions and collected feedback on student comprehension. Its goal was not so much a large collection as a useful collection. Researchers recommended comparing actual classroom use and learning outcomes over a longer period, while allowing teachers to select materials appropriate to their pupils.
D5. Why did the schools create the shared bank?
D6. Did every downloaded worksheet reach a classroom?
D7. Why were download numbers considered insufficient?
D8. What kind of collection did the team prioritize?
B but。not because A, but because Bで原因Aを否定しBを示す。
C as。not so much A as BはAよりむしろBを強調する表現。
A necessarily。
A4 正解:D all。
A but。not to replace …, but to give …
B but。not because A but because Bの因果の対照。
C At least one participant did not complete it.。
D as。not so much A as BはBに重点を移す。

B but。not for A, but for Bという前置詞句の対比。
C necessarily。does not necessarily mean『必ずしも意味しない』。
D but。not simply A but Bで数字だけでなく技能の改善を重視する。

B as。not so much A as BでAよりBが問題だと示す。
C At least one reported change was not caused by the policy.。

D5:To reduce repeated work and improve access to exercises. 根拠:not because teachers lacked ideas, but because…
D6:No, not all of them were used.
D7:They did not necessarily establish improvements in learning. 根拠:not necessarily reflect learning gains。
D8:A useful collection rather than merely a large one. 根拠:not so much a large collection as a useful collectionが根拠。
